The Tally: Dem Leaders Unite as Anti-Surge, GOP Leaders Silent
We've been on the phone all day trying to nail down congressional leaders on where they stand on President Bush's idea of increasing the troop level in Iraq. Here's the result of our day's work.
The Democrats' top leadership in the House and Senate are united against. The details are below.
Our calls to the top Republicans, however, garnered only one response. The spokeswoman for incoming Senate Minority Leader Mitch McConnell (R-KY) said that he didn't have a position on the increase, because "in order for the Senator to comment on a plan, he'd have to see it first, but the Congress has not been briefed on the President's proposal, because he hasn't proposed it yet." Senate Minority Whip-elect Trent Lott (R-MS) was travelling in Mississippi and could not be reached. My calls and emails to the incoming House Minority Leader John Boehner (R-OH) and Minority Whip Roy Blunt (R-MO) were not returned.
As for the Democrats...
After initially indicating an openness to the "surge" idea (providing that "it's part of a program to get us out of there"), incoming Senate Majority Leader Harry Reid (D-NV) issued a statement yesterday that he's no longer open: "I don't believe that more troops is the answer for Iraq."
The next Majority Whip, Sen. Dick Durbin (D-IL) told reporters this past weekend that "sending more soldiers to Iraq after the holidays would further drain an already depleted military."
House Speaker-elect Nancy Pelosi (D-CA) issued a statement today rejecting the idea of a surge.
And House Majority Leader-elect Steny Hoyer (D-MD) earlier released a similar statement.





Translated, it seems the Republicans are saying that Dubya is Bush-wacked, without saying it.

I think it is important to keep in mind, as Colin Powell pointed out recently, that "surge" doesn't mean bringing in new troops. It means not rotating troops out until the desired overall troop level is attained.
We simply don't have the additional troops to bear on the problem, and must resort to manipulating the attrition rates to increase the numbers there. Our active duty troop numbers simply cannot bear a "surge" of any size.

The only point to The Surge is to create the illusion that Bush is in command of the situation and is "doing something" about it.
The corporate press/media are still promoting Bush and his ridiculous schemes.
If the Democrats stop him from doing it, then the loss of Iraq is the Democrats' fault, not Bush's.
If the Democrats do not stop him from doing it, then The Surge will last until the next president takes over and it will be his or her fault.
The whole Iraq Disaster has been a propaganda campaign.

'Surge' means escalation. It means taking on al-Sadr in Sadr City which would likely be bloodier for the US than the entire war to this point. All that to install the Supreme Council for the Islamic Revolution in Iraq as the new government? So much for spreading democracy. Muqtada al-Sadr has roughly the same representation in the Iraqi Parliament as New York and New England have in the US House of Representives. 'Surge' isn't enough. You need to make Sadr City into Dresden. That will split the Brits from the US for a generation for good reason.
Congress is saying 'no thanks' to 'surge' for good reason. It's Bush spoiling for one more fight to lose.

I don't think Bush was ever seriously considering the surge: instead, it was just a bluff to shift the debate (and therefore national expectations) so that what he really wants to do -- stay the course -- seems like the reasonable option by comparison. Think about it: two weeks ago, after the ISG came out but before talk of the surge, if Bush had said he was going to maintain troop levels where they're at he would've been branded crazy and out of touch for "staying the course". However, after all this hoopla about the surge, if he comes out in January and announces he's keeping troop levels where they're at (a.k.a. "staying the course"), he suddenly seems "reasonable" because at least he's not doing that "crazy" surge. Bingo, he has managed expectations by making the extreme position (stay the course) seem moderate. Classic Bush!
One funny note: the big loser in all this is Mr. Moderate -- a.k.a. John McCain -- because now he's all alone pushing what has in the last week been ruled a crazy policy: increasing troop levels. Before, it was a fine stance for him to take because he thought it would never get tested, so he could always say "if only they had listened". But now whether Bush surges or bails (as above), the policy has been universally rejected, so McCain now seems at least as crazy as Bush.

Sen. Chris Dobbs told Monica Crawly this morning on MSNBC that he was opposed to a surge. Adding that none of the commanders on the ground in Iraq thought is was a good idea either.

Yesterday, William Crystal told Fox News that he has been to the White House a couple of times in the past weeks and he said that he believed the president was going to add and additional "50,000" troops in Iraq, perhaps for the duration of his presidency.

I think we must keep our minds open to the possibility that Bush actually WANTS Democrats in congress to vote him down and prevent the "surge" from happening. Then he can craft a wonderful stab-in-the-back narrative that the Republicans will use against Democrats for yet another generation. Admittedly, even if the Democrats vote FOR escalation the stab-in-the-back narrative will emerge anyway, and they must vote against it on the merits at all events. But this underscores Democrats' need to ramp up the rhetoric making it clear that Bush lost this war two years ago and that it is way too late for additional troops to make any difference.

The surge is yet another ploy to keep the war going until Bush is out of office and can blame the democrats for the inevitable consequences of withdrawal. He wants to base his legacy on his determination to bring democracy to the middle east. The only way to salvage this legacy is to make sure he leaves office with our troops still fighting in Iraq. He can then spin his legacy away from the failure that it is into this unfinished noble cause. We should not be sacrificing our young people to this selfish and solely personal cause. My hope is that congress and the American people stop him as soon as possible.

What estimates of American casualties have been made that will result from a "surge" of American troops into Anbar province and Baghdad? Why haven't reporters/talking heads asked that question? Why haven't generals talked about the consequences to American troops of a "surge"? How many more Americans have to die before someone of prominence seriously calls for the end of American deaths in Iraq?

Hmmm. Let's get Rove in here to find somebody credible to support the "surge."
This morning, Reuters runs a story saying that new secretary of defense Gates is in Iraq "listening to average troops" and all that he's talked with say to send in more troops and that they absolutely support what we're doing there.
So now Bush will come out and say, rather than listening to his "commanders in the field," he is listening to the "troops in the field" and they say they need backup. Come on America - you support the troops, don't you? Can't you see - we have to send in more troops and prolong this thing for another couple years. Our own soldiers say so...
Let the impeachment begin.

Sad to say, the incoming chair of the House Permanent Select Committee on Intelligence, Rep. Silvestre Reyes of Texas, supports sending 20,000 to 30,000 more troops to Iraq. That's according to an interview in Newsweek on December 5, 2006, conducted by By Michael Isikoff and Mark Hosenball:
"In a surprise twist in the debate over Iraq, Rep. Silvestre Reyes, the soon-to-be chairman of the House Intelligence Committee, said he wants to see an increase of 20,000 to 30,000 U.S. troops as part of a stepped up effort to 'dismantle the militias.'
"The soft-spoken Texas Democrat was an early opponent of the Iraq war and voted against the October 2002 resolution authorizing President Bush to invade that country. That dovish record got prominently cited last week when Speaker designate Nancy Pelosi chose Reyes as the new head of the intelligence panel.
"But in an interview with NEWSWEEK on Tuesday, Reyes pointedly distanced himself from many of his Democratic colleagues who have called for fixed timetables for the withdrawal of U.S. troops. . . ."

Bush is a spoiled child who is getting his toy solders taken away and is throwing a tantrum. Unfortunatly, you can't go to corner dime store and pick up more solders. I'm not sure he gets that part.
As for the Republican leaders, they don't know what to do. They can't wrap this one up in the flag and beat the Dems over the head with it. Nobody but the president and the people in his ever shrinking bubble think this is a good idea.
I don't like the idea of Impeachment and I'm not convinced it is the right thing to do, but the Democrat leaders need to put the treat of it back on the table. With hundreds more troops lives at stake I think the they need a bigger stick,

I dunno -- everyplace I've seen it discussed, it's been made pretty clear that "more troops" just means "longer rotations," since there aren't (m)any spares just lying around waiting to go...

The Army is almost broken so there are no spare troops to comprise a real surge - they would have to come from other deployments per Colin Powell. And there is no mission or the President would know it and the military would know it. I think the senior military is saying they won't dream up a fake mission for him, and that is pretty significant. So now he is saying, like a parrot:
"And I agree with them that there's got to be a specific mission that can be accomplished with the addition of more troops before I agree on that strategy." In other words, - make me a mission or else. So Abizaid retires and Casey hedges. How long will the standoff go on and who will give in first?
