A Day in The Life of a Congressman

I just read through the charging documents against Will Heaton, ex-Rep. Bob Ney's (R-OH) former chief of staff who pled guilty today, and they contain a couple precious details about how it was being Ney's right hand man for four years.

As I noted before, Heaton admitted to accepting bribes (the actual charge was conspiracy to commit honest services mail and wire fraud) from Jack Abramoff and others. The bribes included trips to Scotland, New Orleans, among others, tickets to sporting events, and drinks and meals at Abramoff's restaurant Signatures, among other things. In exchange, Heaton helped Ney help Abramoff's clients.

Which brings me to the precious details. The first comes from what's called the Information, a filing that lays out the prosecutors' case against Heaton (you can read it here). In the document, prosecutors show how Ney kept his congressional staff in line:

Ney controlled the receipt of things of value by his personal office staff and the House Administration Committee staff as a way to reward and punish staff by approving their receipt of things of value or by taking things of value and redistributing them to others.

In other words, if you weren't on Ney's good list, you didn't get goodies from the lobbyists courting him.

And there's yet another unforgettable detail in the charging documents.

Ney and Heaton both pled guilty to accepting thousands of dollars in gambling chips from a man only identified as the "Foreign Businessman" in the documents. That's the Syrian-born businessman Fouad al-Zayat (known as "The Fat Man" in the London casinos), who flew Ney and two of his staffers over to London for a high-flying night at a casino. Why? al-Zayat had a company that was seeking to sell U.S.-made airplanes and airplane parts to Iran, and he wanted Ney to get an exemption to U.S. laws that ban the sale of such parts to Iran.

The Fat Man knew how to have a good time. And just to make sure that Ney and his staffers enjoyed themselves during their visit, al-Zayat provided them with thousands of dollars in gambling chips. Ney walked away from their night of gambling with over $50,000 and Heaton with $5,000.

But Ney didn't want to declare the full amount to customs when he re-entered the U.S. So he gave $5,000 to one of his staffers (not Heaton) to carry through customs. And in order to save Ney the trouble of depositing the money into a bank once they returned, "Heaton stored this money in the safe of Ney's Congressional Office," according to the charging documents, "opening the safe as requested so that Ney could make repeated withdrawals."

That's quite a scene to imagine, isn't it?

And we really think that 50K was legitimate? Remember the scene in "Casablanca" where Bogart tells the young Bulgarian who needs money to bet 22 and it comes up -- twice? I'd bet the farm that Ney did Mr. al-Zayat a very special favor for those "winnings." And, like Claude Rains, Ney was probably "shocked" to find that money in his safe.

Storing the cash in the office safe is a step above putting it in the freezer. Barely.

They need to add an IQ test as part of the qualification for office in Congress. Or maybe just put the candidate in a very large paper bag and see if he can find his way out before starving to death.

Certainly, pecuniary self-interest is inherently non-partisan. However, the levels of corruption achieved by House Republicans under Hastert and DeLay are unprecendented in scale and scope over the last hundred years. One would have to re-visit the Gilded Age in the 19th century to find anything comparable.

With regards to current Dems, if Rep. William Jefferson (D-LA) truly did the awful things that betrayed the public trust, as had been alleged repeatedly in the media, the Justice Department needs to be seriously queried as to why to this date there's been no indictment forthcoming.

I'm getting very confused whenever I read stories that detail what a big problem corruption is in places like Iraq or Russia or various parts of Africa. I find myself going "But . . . but . . . but . . . DeLay, Abramoff, Ney, Cunningham, etc., etc., etc., . . . ."

Is there something I'm missing?

BTW Freedom what did Dems do when they found out about Jefferson? Pelosi stripped him of his senority. Then the DCCC and the netroots did everything they could to defeat him in the fall. What did Repubs do? Speaker Hastert screamed bloody murder about the Justice Dept daring to serve a warrant and search a congressman's office.
Makes you wonder just how many years Denny would be facing in the penitentiary if the feds could get alook at his files doesn't it?

Which is kinda interesting. Why? I can't think it's in the DoJ's best interest to stretch this out, unless the case is sketchy. And, unless I'm missing something, the case is quite secure against Jefferson. Seems to me, he's just as much, if not more so, a talking point after he's indicted. Seems odd.

I've always thought that bribing someone with chips at a casino was a slick way to do it. You both go in, the Congresscritter goes to the roulette table, puts one chip on red, one on black (always a break-even unless the ball lands on green. Congresscritter does this for a while, moving from table to table, making small bets. Sometime during the night, you slip $50K or so of high-denomination chips into the critter's pockets. Critter cashes in the chips, maybe declares some winnings, goes home with nice, freshly laundered "winnings"

The vast majority of Democrats prefer either barely legal girls or the wives of friends. Jefferson is an abheration . . . AND we gotta wait until the courts finish dealling with FBI's SNAFU'd seizure of crap from his office. Jefferson will get his come-uppins.

With regard to customs, Ney indeed took quite a gamble. Anything over $10,000, cash or negotiable instrument, he was required to declare to the U.S customs.

the congress persons visit israel. where they learn that they have an account in an israeli bank[used to be zvi leumi]. if the congress person stayed aligned, the funds[a percentage of usg funding] remained alive and collecting interest.

however, if the congress person split, the account disappeared.

that is what israel really is, a launderer of amerikan tax dollars. never forget, without usg financing, israel sinks like the titanic.

I was in the capital of a country not known for clean government, when the FBI searched the offices of then-Rep. Curt Weldon's daughter. I felt like going down to the local parliament building and asking for advice on how to run a corruption-free government, since an American could no longer claim such knowledge. Whenever some wingnut asks me why I act ashamed of my country, I respond with this story.

Corruption comes in waves, and I suspect the tail end hit just before the election last year. What we're seeing now is just the after-effects. With all of the new anti-corruption lobbying passed by Speaker Pelosi (in combination with the wakeup call that every member heard when they started seeing colleagues being carted off to jail), I think that we'll be seeing fewer new corruption cases.

Democratic oversight of past Adminstration schemes is another story.

It is offensive to those with anyone with more than a passing knowledge of Israel and geo-political situations to assert such spewing as information or imply that they are facts. It is immoral to incite hate against any nation for false or invented reasons. AND casting aspersions against any nation with a name beginning with the letter “I” whether that name ends with a “Q”, an “N” or an “L” is ludicrous when it comes to the discussion of money.

The vast majority of dollars associated with DC shenanigans are associated with another regional player . . . Saudi Arabia and a significant number of the Fortune 500 tied to the present Administration through prior bonds or familial relationships.

I request that you stop dumping garbage. There are a large number of sites that will happily and readily accept this sort of posted ‘material’ as truth. Please consider frequenting them.

No. Criticize Israel all you wish. Be factual. Be truthful. Understand your point and position then communicate it - just like any other item posted on this site.

Palestinans lost any claim of victimhood in Munich 1972. They are regularly the agressor. The two incidents from several years ago that echo in my mind are the much needed two desalination plants that Israel built for them at no cost to them . . . That were celebrated upon the opening of each one by Palestinians setting off explosives strapped to his chest in buses. Works of compassion met with heinous acts of true murder.

In this conversation, I request that as long as the Palestinians teach their children that genocide of all Jews and the wiping of Israel into the sea continues to be the reason for their existance. The very same U.N. Resolution that created Israel created Palastine - Look what each side in that human equation has done with that.

Sometimes knee-jerk support for the underdog is unwarranted.

Additionally, ablertchampiom brought into a conversation about a Syrian business person bribing an USAian Congress person in London . . . what could best be characterized as a rant about dollar washing through Israel. No information, facts or support other than that could be gleaned from from a hundred year old forgery.

The Palestinian problem is basically that they are stupid: They continue to bite the hand that feeds them namely the US and Israel and to a lesser extent Europe. If this aid were cut off, they would perish.

The Arabs support for the Palestinians seems to be limited to encouraging them to commit suicide by blowing other people up. The basic logic was enuciated and clarified for me by an Egyptian who had moved to America -- he said the Arabs were willing to fight to the last Egyptian.
