No Public Iraq NIE?

Sen. Dianne Feinstein (D-CA) has some sharp elbows. During her questioning of Director of National Intelligence nominee Mike McConnell, the senator pointedly said that she expected the DNI's office to release its forthcoming National Intelligence Estimate on Iraq tomorrow.

I immediately placed a call to the Office of the DNI to find out if that was in fact the case, and the rather harried spokeswoman suggested that it wasn't -- that Feinstein was putting a bit of subtle pressure on ODNI to get the estimate to Capitol Hill before the weekend. Keeping with what outgoing DNI John Negroponte said earlier this week, the NIE will be out by Monday, but not necessarily tomorrow, she said.

Of course, you might not see it. The spokeswoman added that "no decision has been made about declassification" of the NIE. So, unless you've got a security clearance, as of this writing, you're not going to read what the intelligence community assesses about the current state of the Iraq war. Never mind that last week, Sen. Harry Reid (D-NV) and Speaker Nancy Pelosi (D-CA) -- joined by Sen. Jay Rockefeller (D-WV) and Rep. Silvestre Reyes (D-TX), the congressional intelligence committee chairs -- called for a public version of the document to be released.

In one sense, that's not so surprising. After all, the NIE is expected to find that Iraq's political scene is even worse than you've been reading. And considering that the entire point of the "surge" is to give Iraq's political scene a bit of breathing room, the NIE will give surge-skeptics grounds to object that the foundational premise of Bush's strategy is seriously flawed. Negroponte, no great fan of openness, would understandably want to limit the damage.

Whether that strategem will succeed is a thornier question. This isn't 2002 anymore. Now that both Democratic and GOP senators are coalescing around the Levin-Warner anti-surge resolution, a recalcitrant DNI is sure to get an earful from anti-surge Senators eager to show their constituents why they can't get on board with the president's strategy. Maybe we'll get some resolution of this tomorrow -- thanks in large part to Dianne Feinstein.

When all is said and done, the "anti-surge" resolution is all political show for the American people and is of little substance to actually remove the grip of Iraq and the Middle-East from the hands of Bush/Cheney.

No intelligent person is fooled. What we need is someone of the major t.v. or radio media to immitate the scene found in the movie, "Broadcast" where people were encouraged to stick their heads out of their windows and yell, "I'm mad as hell and I'm not going to take it anymore."

Or as the late (God love her) Molly Ivins said in her last column; "We need people in the streets banging pots and pans and demanding, 'Stop it now'."

You don't have to be a blind conservative not to see it, just an ignorant one to deny it.

Speaking of Senator Feinstein, I wonder if TPM has any reaction to Metroactive's story on her conflicts of interest? The piece looks pretty damning to me; is there another side to the story?

Sorry - the URL of the Metroactive piece is:

Stuart...who cares? This is a story about the Iraq NIE...not Sen. Feinstein. Isn't that a GOP troll tactic to go after the messenger and fog the message? Who's office do you work for?

user-pic

David: Actually, I'm a registered democrat (albeit a rather independent and centrist one). But I certainly care if my elected officials are corrupt, regardless of party, and my sense is that's the ethic of TPM too (and I have a great deal of respect for Josh et al). It just happened that I came across the Metroactive piece today. I am interested to know what our esteemed muckrakers make of it. If there's a good defense of Feinstein I'd very much like to hear it - certainly the quote from her office in the piece was not it.

If you think that it's more important to support party figures regardless of whether they are honest or not, well I respectfully but profoundly disagree.

"The spokeswoman added that "no decision has been made about declassification" of the NIE."

Uh, how come it's contents are already on WaPo's frontpage right now?

Why all this kabuki theatre from DNI when they don't have a chance to keep the recipients of the report quiet? It would be more realistic if they would simply stop trying to keep the public from seeing these important informations about the situation in Iraq.

Stuart,

Let's say Feinstein is a criminal and should be put in jail. Fine. Done.

Now, what do you think about whether the NIE should be declassified or not? What do you think about the above story in general?

user-pic

"I'm a registered democrat . . . I certainly care if my elected officials are corrupt, regardless of party"

OMG, it's a concern troll!

Checked out the article Stuart mentioned and I have to say, it doesnt look like a swift boating. Without any new info it looks really bad for her.If she was a repub. I would be calling for her resignation. We cannot turn a blind eye to one of our own or we are no better than the repubs. As for the story above...we the public need as much info as possible to responsibly do our jobs...voting. Thats what a democracy is all about isn't it?

While you're into corruption, could you put the finger on the most corrupt administration ever to steal the executive office? And the corruption continues unabated. A lot we dems got with the November victory!
We have a dictator in the WH, with a lot more hard evidence of his criminal lying and coverups and appointments of his mandarins to run every agency and judicial post in sight. He must be run from office or convinced to resign.

I am a Californian and not a wild supporter of Feinstein, but the article cited by Mr. Saniford repeatedly states that Feinstein "led" the Military Appropriations Construction Committee. Some of us may recall that, during the period covered by the article, the Republicans controlled the Senate. This point is nowhere included in the article. As we also know, the Republicans did not include Democrats in the reconciliation process as bills made their way into law during this period. The captcha is "regret", and I regret to say that I don't find the article very convincing.

Note to bemused:
You write, "...I regret to say that I don't find the article very convincing."

I would agree that it might be hasty to be "convinced" by a single article. However, for myself, I found the article to be quite "compelling" (i.e., worthy of significant follow-up). The article is well documented and Feinstein's response to it is directly at odds with the many quotes attributed to her as Chair of MILCON. For example, her disavowal of any knowledge of the particulars of remediation programs at McClellan AFB:

"The sole comment that Feinstein's office made in response to a series of written questions about facts in this story is that "Sen. Feinstein has never had any knowledge nor has she exercised any influence on the award of environmental cleanup contracts under the jurisdiction of the Military Construction Appropriations Subcommittee."

Versus testimony from the MILCON committee cited in the article:

...
Demonstrating her [Feinstein's] grasp of technical details, she remarked, "I am particularly concerned with the dilapidated condition of the sewer line at McClellan that continues to impede significant economic redevelopment of the base."
...

Maybe not "convincing" but I find it most compelling.

FWIW, yes I think a suitable declassified version of the NIE should be made available, and I think the Bush administration is the worst in living memory and has deeply non-democratic instincts.

Despite that, I would still very much like to know whether there is a credible defense of Senator Feinstein to Metroactive's allegations in their reporting.

Just noticed that my home page needed correcting. Cheers, Dan.
