It looks like Major John Cockerham might have some competition for his title as most-crooked contracting official in Iraq.

The New York Times reports that a plethora of criminal investigations, all part of a new Pentagon anti-corruption push, are open into what exactly happened to "weapons, supplies and other materiel" dispensed in that country as part of over $40 billion in reconstruction aid. And one of the investigations -- though it's maddeningly unclear as to what the charge even is -- centers around a former aide to General David Petraeus, now the commanding general in Iraq.

Contracting fraud in the effort to supply and equip Iraqi security forces, Afghan soldiers and U.S. troops is suspected to be immense. Over 70 cases are currently under investigation in Iraq, Kuwait and Afghanistan, according to the paper, for contracts worth more that $5 billion. So far, investigators have uncovered evidence of upwards of $15 million in bribes.

One such case involves Lieutenant Colonel Levonda Joey Selph, a master logistics officer who worked with Petraeus when he commanded the effort to train and equip Iraqi security forces in 2004 and 2005. Petraeus has already commented that he considered the rapid preparation of Iraqi soldiers and police to be a greater priority than scrupulous bookkeeping. As yet, Petraeus is not suspected of any wrongdoing -- and indeed, even what Selph is suspected of having done is unclear. But here's what is: Selph ran a massive logistics operation, and one that was ripe for abuse.

That operation moved everything from AK-47s, armored vehicles and plastic explosives to boots and Army uniforms, according to officials who were involved in it. Her former colleagues recall Colonel Selph as a courageous officer who was willing to take substantial personal risks to carry out her mission and was unfailingly loyal to General Petraeus and his directives to move quickly in setting up the logistics operation.

“She was kind of like the Pony Express of the Iraqi security forces,” said Victoria Wayne, who was then deputy director of logistics for the overall Iraqi reconstruction program.

Still, Colonel Selph also ran into serious problems with a company she oversaw that failed to live up to a contract it had signed to carry out part of that logistics mission.

It is not clear exactly what Colonel Selph is being investigated for. Colonel Selph, reached by telephone twice on Monday, said she would speak to reporters later but did not answer further messages left for her.

Even outside of Selph's command, the paper reports, there are indications of how corruption nibbled around the edges of a variety of contracts. Iraqis, U.S. contractors, foreign contractors, U.S. military officials, and U.S. civilian workers are under investigation for everything from "conspiracy, bribery, product substitution and bid-rigging or double-billing involving large dollar amounts or more senior contracting officials."

But by far the most alarming charges involve the laxity of controls over the weapons distributed to Iraqi security forces. After government reports indicated serious problems with accounting for the weapons -- raising the possibility that they've gone to the black market and are being used to attack U.S. forces -- the Pentagon's inspector general, Lieutenant General Claude "Mick" Kicklighter, launched an investigation. He's about to leave for an "indefinite" period in Iraq at the helm of an 18-investigator team. That inquiry comes at the behest of Sen. John Warner (R-VA), the former chairman of the Armed Services Committee, and it's most likely only the first salvo of a broader Pentagon anti-corruption effort.

Corruption is a way of life in the new Iraq. Transparency International, an anti-corruption watchdog, labeled the country the second-most-corrupt business environment on the planet in 2005. Just yesterday, McClatchy reported that any Iraqi doing business in Anbar Province -- including Iraqi contractors with the U.S. -- pays an "insurgent tax" to militant groups who partially finance their fight against the U.S. through shakedowns. All that raises doubt about how much good a new anti-corruption effort can accomplish at this point.

Lt General David Petraeus had a very cavalier attitude about corruption in Iraq in August 2005. When asked about the theft of $1 billion from the Iraqi treasury by the Iraqi defense ministry, Petraeus told Newsday that it was an Iraqi problem, not ours.

8/2/05 Newsday story ,”Iraq Investigates Widespread Corruption” by Bassam Mroue:

“Lt. Gen. David Petraeus, the American commander in charge of training and equipping the Iraqi military, declined to comment on the corruption claims, saying it was a matter to be resolved by the Iraqi government.”

A billion dollars of Iraqi money vanishes into thin air and Petraeus didn’t think it was any of our business. Putting aside the fact that a billion dollars could finance an insurgency, why should the US taxpayer be footing the bill for a bunch of thieves?

When I read that story, I was shocked. I thought that Petraeus was either a moron or he was on the take.

Well what does anyone expect? What opportunities for "licit" income are there in Iraq? Please don't misunderstand, I see that corruption in a war zone can undermine a lot of good intentions.

However, when we invaded Iraq and failed to get the infrastrucure back in place, the opportunity to have a paying job to support the family went entirely out the window.

In this chaos of just surviving I believe some folks reading this blog might go under the table out there to help there own family to just as an Iraqi needs to do for an Iraqi family.

That said, corruption in upwards of 15 million is most likely widespread, organized, and embedded to the point of hopeless resolve.

If I remember correctly, either Bush, or Congress under Bush's direction, pretty much made contractors in Iraq unaccountable to both Iraq and United States prosecution. This crops up in the news every once in awhile when injustices are uncovered.

Those of you with more braincells than I might expound on this, if, of course, I am right....

Written about massive profitering in World War 1. The total cost of that war to the US he cites as $52 billion. Contractors to the military suddenly began earning profits of 200 to 1700 per cent...some minor contracts eraned over 7000 per cent and millions were spent on items that weren't needed and were never used and were then sold back to the original manufacturers at huge discounts (being surplus), where upon the manufacturers then sold such items back to the public ( saddles for instance) at post-war inflated full price.
Direct profit for industries from the war was 16 Billion or about 28 % of the total.

This war has cost what? 500 billion so far? We might infer then that there is a potential profit for the various indusries engaged in it of $140 billion total--or at least a "wasted" cost to the taxpayer of that amount.

Is Levonda Selph being set up as the usual lower level scapegoat by someone in the Maladministration? She may be a Bush supporter, but that is no protection for anyone who is not in the innermost circle of BushCo and the NeonCons, Inc. Indeed, Scooter had to suffer some slings and arrows before he was almost pardoned--which he will be, of that I am sure.

I await further information, facts, before assigning blame to this woman. And, since I try to imagine the worst BushCo and his cronies can do--and haven't fully succeeded thus far--I will probably be shocked by what we learn.

Amazingly, my security word is "waste"!

Imagine living in a parallel universe and going through life defending people like Bush, Gonzo, DeLay, Rove.

Waste, Fraud and Abuse are unfortunately becoming to common place. It was pretty sad to find thousands of dollars worth of equipment, tools, and parts being discarded (thrown away into dumpsters) by units preparing to rotate back home from Iraq. It was even more disturbing to find that KBR did not bother with a head count for soldiers' meals, they just ordered what they felt was needed to feed all the personnel. As a result food that could not be prepared in time or consumed was burned by the tons every week (meats, vegetables, steak, lobster, etc etc). An even more eye opening was the amount of high-end SUVs being driven around major logistical bases by KBR and high ranking officers in Iraq (Navigators, Escaldes, Expeditions, Excursions, etc) - whatever happened to the cheap toyota four-runner? And the final insult to injury was the force protection barriers being made by KBR for protection of the living areas of soldiers. KBR would not release these barriers until they received payment, ergo hundreds, maybe even thousands of these barriers lay stacked up on their sides while living areas remained unprotected and constant attack from mortars and rockets (could just have easily stored these barriers where soldiers needed them). However, Fortress KBR was by far the best fortified and protected area on the base (guess they did not have to pay for their own barriers). So bottom line, yes waste, fraud, and abuse is alive and well in Iraq all the way down to the lowest levels.

Maybe its time we out-source Iraq over to the Chinese - they use more oil than us (we only get 10% from the middle-east) and they need it to make those cheap goods we are oh so happy to buy. Time is past due for those that use this oil the most to start trying to help fix the problem of insurgents. A Chinese military presence in Iraq of 500,000 troops would definately give security a boost. Maybe they could even prosecute the war for us at a discount rate compared to our outrageous expenses - hmmmmm.

You are wrong about Joey Selph. You are getting half a story. I am assuming that you have never been in the military or have been some place like Iraq, during a war, with limited resources. If you knew Joey, you would know that she is an outstanding officer with superior morals. She would never and I repeat Never, do anything that was unlawful. She is the most patriotic person that I have ever met. I served underneath her and have only the utmost respect for her. When this is all said and done, you will find, that she did nothing wrong. Wait and see.......

Smearing the name of one individual that served in MNSTC-I during the time under question is a low shot. I met LTC Selph and can vouch for the fact that she was like the rest of us assigned to set up the Iraqi Forces - overworked, over pressured and performing our duties to the best of our abilities given conflicting priorities and realities on the ground. What amazes me is the trampling of soldiers underfoot to make issue with the administration - without anymore than a question of accountable records... why do we point figers elsewhere?

I too worked with LTC Selph in Iraq and I can't believe she's being made the "fall guy" for some of this crap. She may have been overwhelmed, but I never saw her as deceitful. The pressure to make things work over there was unreal - remember, if you want it bad, you'll probably get it bad.

BTW, I'm no Bush supporter, but the people under the gun (literally) to make progress over there are primarily great people answering to ridiculous leaders.

LTC Selph is a nasty person. She lived in the ALS mansion in the Green Zone with the very contractor she was overseeing...drinking and carousing and having a big time corrupting good soldiers. Shame on you. Perhaps they will find out about the $5M in shipping containers you bought from Basil without authorization.

You must not have really worked for her. I too, worked with her. I predicted, sooner or later, she would pay a high price for her greed and avarice. She trampled and corrupted many a good soldier while she was downrange and now she is paying the piper. She laid up with her KBR/PWC boyfriend and crushed anyone in her way. LTC Davis, her cohort, was just as bad, but I didn't know him that well. Just that they were working hard to ensure ALS had all the warehouse business in theatre locked up. Now I know why they were so keen to back a broken company who couldn't execute. Anytime there is an irrational exuberation about any one contractor for no reason, there is something bad going on. She is no hero, just a skanky zero.

The shame of it all is that General Patreaus' good name is ruined by this "skanky zero". LTC Selph worked for COL Hinton and when ever he tried to control her she would go to her CENTCOM buddies and then to Patreaus spewing things like they are hindering the distrobution of weapons. She would obtain and distribute alcoholic beverages to E-5s and below she also had a co-conspirator in CW3 McPheron who left country under the guise of heart trouble only to return back to Iraq within a month working for Basil who was supposed to provide 20 trucks per day but rarely had more than five but was always paid the full amount. When complaints were made again she would run to her CENTCOM buddies. LTC Patreaus did and is keeping his eyes on the big picture and trusted that officer's would do the right thing.

You are correct. GEN Petraeus was busy focusing on the big picture and the "Scarecrow" LTC Selph was busy enriching herself and her cronies. There are other names not mentioned and I can't wait to see the next shoe drop. The KO who signed those sweetheart contracts forcing all incoming equipment into the ALS system had to be government. The stinky Taos weapons buys also had to be awarded by a govie. There will be much more uncovered before this is put to bed. Anyone who tried to manage the Scarecrow got stomped. Too bad for Gen Petraeus and COL Hinton. Two great soldiers whose reputations will be sullied by LTC Selph.
