Obama Calls for Investigation of VA Cost-Cutting PTSD Diagnoses
Yesterday, CREW and VoteVets.org released an email from a FOIA request that showed an employee in the Veterans Administration "suggesting" that staff ought to "refrain from giving a diagnosis of [Post Traumatic Stress Disorder] straight out" to "compensation seeking veterans" and that VA staff members "really don't . . . have time to do the extensive testing that should be done to determine PTSD."
The Washington Post identified the official in a story this morning as Norma Perez, a psychologist who helps lead the PTSD program at the Department of Veterans Affairs' Olin E. Teague Veterans' Center in Temple, Texas. The VA responded that it was simple Perez's bad idea:
Veterans Affairs Secretary James B. Peake said in a statement that Perez's e-mail was "inappropriate" and does not reflect VA policy. It has been "repudiated at the highest level of our health care organization," he said."VA's leadership will strongly remind all medical staff that trust, accuracy and transparency is paramount to maintaining our relationships with our veteran patients," Peake said.
Peake said Perez has been "counseled" and is "extremely apologetic." Aikele said Perez remains in her job.
But Sen. Barack Obama (D-IL) picking up the torch, is not reassured. And in a letter to Peake today, he calls for an investigation of the email, whether Perez's suggestion was followed, and a look at the numbers of PTSD diagnoses to see whether it really was so isolated of an occurrence. The letter is below.
Dear Secretary Peake:
I am writing to express my serious concerns about reports that a psychologist at a Texas Veterans Affairs (VA) facility told staff members to refrain from diagnosing veterans with post-traumatic stress disorder (PTSD).
According to today's Washington Post, Norma Perez, a psychologist at the Department of Veterans Affairs' Olin E. Teague Veterans' Center in Temple, Texas, sent an email to other staffers saying: "Given that we are having more and more compensation seeking veterans, I'd like to suggest that you refrain from giving a diagnosis of PTSD straight out." She then suggested the alternative diagnosis of "Adjustment Disorder," adding that VA staff members "really don't . . . have time to do the extensive testing that should be done to determine PTSD."
Simply put, Ms. Perez's email is outrageous. As you well know, PTSD is the most prevalent mental disorder afflicting our returning Operation Iraqi Freedom (OIF) and Operation Enduring Freedom (OEF) veterans. In order to receive their deserved benefits, these brave men and women must endure a long and arduous process. To hear that a VA official is promoting misdiagnoses of soldiers to save money is unacceptable and is tantamount to fraud.
You have said that Ms. Perez's email is "inappropriate," but more must be done. I call on the Department to open an investigation into the following:
1) Whether Ms. Perez was advised to send this e-mail or give this instruction at the urging of her superiors at the Teague Center.
2) Whether staff members at the Teague Center followed Ms. Perez's advice, and if so, how many veterans were affected by incorrect diagnoses.
3) Whether officials at other veterans centers have given some similar admonitions to staff members charged with diagnosing PTSD.
4) Whether this is an incident or a trend. I understand that the VA keeps detailed information on the number of diagnoses of PTSD and adjustment disorder. Your investigation must look at changes in the number of both diagnoses over time, both system-wide and on a facility-by-facility basis.
5) What is being done to ensure that any veterans affected by this instruction do not fall through the cracks. All veterans given an incorrect diagnosis should be given redress both in their diagnoses and their subsequent disability benefits.
6) Whether there are any trends among veterans who have committed suicide recently to determine whether any were wrongly diagnosed with adjustment disorder. Your investigation should include a survey of root cause analyses of recent veteran suicides.
7) Whether there are other instances across the VA bureaucracy of veterans with legitimate cases of PTSD being swept under the rug for budgetary reasons or for expediency. Why, for instance is the number of approved benefits claims for PTSD at the Veterans Benefits Administration decreasing at a time when diagnoses for PTSD at the Veterans Health Administration are increasing?
Too many veterans see the VA as a bureaucracy with the singular goal of denying services and benefits to veterans. This recent incident merely serves to promote that impression. I request that you advise me by no later than Friday, May 23, 2008, as to whether you will open such investigation.

I am just appalled at how the Republicans carry on and on about how they support the troops; then when the "troops" need care, or benefits, they want to deny it. I think a better slogan for the Republicans would be not "Support the troops" but "The only good veteran is a dead veteran." That is more in line with how they actually behave. The last group of veterans to be well-treated by this country were the World War II veterans.

Speaking of appeasement, I haven't heard a single comment on how Prez Idjit's own grand-father PRESCOTT BUSH was a NAZI enabler through bankrolling various aspects of nazi warfarism.
Wasn't Prescott Bush disgraced enough that we have collective amnesia.

Good for him! I hope that when he is elected he hounds these people to hell and back for the many crimes they have committed against people at home and abroad.
If you haven't yet read this, please do. Bush Administration officials have been charged with war crimes.
Let's add to the list of crimes those against humane treatment of our wounded soldiers...soldiers put in harms way so that they can make millions in oil revenues by making gas less available.

Sorry folks, but this time it is not the "Republicans" at fault. Rather, it is BOTH parties who have turned their back on Veterans. Anyone old enough to remember why there is a veteran's service office in all counties of this country? It's because fore the past 50 years, the VA has been an adversary of the veterans and this was the only way to get help for the disabled returning from battlegrounds. Just think for a moment... we pay the federal government good money to operate the Department of Veterans Affairs, then have to pay the government a bunch more to actually get the veterans accepted at the VA.
Anyone care to guess which congressmen have actually felt the need to CHANGE this atrocity? NONE!
We now have a Veterans Administration who believe that, because these soldiers are all volunteer, it is perfectly ethical to send them back to combat zones after declaring them mentally ill so the efficacy of drugs can be researched. It was considered unethical when folks were drafted.
So folks. Our Veterans Administration and Pentagon believe sending mentally ill is perfectly okay. Of course, if it were an adversary of ours, it would be a crime against humanity.
Trouble is... no one in an important role in government actually cares... as do very few of the folks voting these past years. Apparently, "We the People" now support this concept... or at least have accepted it... IMHO

The head of the VA is an appointed position, and changes with each administration. So for the last 7 plus years, it HAS been a Republican problem...Jim Nicholson, former head of the RNC, appointed by Bush, oversaw the VA and the Walter Reed debacle. He is a VietNam veteran himself, but that didn't stop him from NOT caring for the veterans returning from Iraq and Afghanistan. The attitude toward our veterans trickles down from the top. Our commander in chief is a deserter, so what do you expect? The VP had 5 deferments during the VietNam war, as he "had other priorities"--his words!! This president has no true respect for the troops--he uses them for photo-ops. The last raise for our troops was sponsored by the Democrats! And the Republicans fought it tooth and nail...so I do know who really cares for the troops!

Citizens can complain to Norma Perez "boss" Olin E. Teague Veterans Medical Center and ask the V.A. Hospital Director, Mr. Bruce Gordon, why Norma Perez, hasn't been fired yet. He can be reached at 254-778-4811, extension 42306.
She's shocked and awed the Vets with a paltry apology and "oops" ONLY after her email has been revealed. For some odd reason the vets who committed suicide thanks to her policies.... didn't hear her sad words of apology.
One can call Norma Perez at 254-778-4811, extension 42867 and tell her what your think of her lies, maltreatment of veterans, and her deliberate orders to re-name symptoms of PTSD to avoid care and expense of damaged goods manufactured for the GOP

Sen. Obama's letter is yet another example of real leadership. And, yes, the VA fights veteranss tooth and nail on their benefits. My son was promised the moon and a bucket of stars when he enrolled in the Navy's nuclear program. Since he was honorably discharged, he's been fought at every turn with regard to his educational benefits.
If you know a soldier or a veteran, let him or her know that one presidential candidate is fighting for them.
Surprisingly, it's NOT the former prisoner of war.

I can imagine that adjudicating and diagnosing PTSD is an enormous challenge. I'm wondering if private practice services could be utilized to determine if a MEB formed to focus on PTSD should adjudicate disability.

This is not a political issue but an American issue, beware of thoose people who would try and make it anything but that.
Personnel records handling and the stipulations of how they are handled are typically at the OMB level or DOD level, while the email focuses on an indivdiual named in the email, I think it sad to focus on this one individual instead of accept the fact that this is a huge issue as described by Rand, and that a genuine working group needs to be formed instead of jaw boning the topic for political purposes and scapegoating.
These types of programs similar to vetting and credentialing, adjudication as to merits of disability, and other seemingly 'judgement calls' made in the name of the government seem easy in concept, but are very difficult to impliment and mange as new changes are introduced into the process.
We need a solution not sound bites, and scapegoating folks just runs off good talent.

So who is Norma Perez? I checked Texas the online verification and she's not listed as a licensed psychologist in that state. I also checked several other likely states to she if she had a license with them and found nothing. I checked Veterans Administration web pages and found nothing to verify any professional credentials she might have. A general web search has also produced nothing to indicate that she is really a properly licensed psychologist.
Is this another case of a poser fabricating a resume to obtain a high paying position or does she really have the credentials and license that some state board needs to be investigating for suspension or revocation?
