Searching For The True Source Of A Bogus Story

We've been trying to find the original source for that mysterious meme about China drilling for oil off the coast of Cuba and Florida.

It's flat out wrong. The AP debunked it a few days ago after Vice President Dick Cheney tried to pass it off in remarks to the U.S. Chamber of Commerce about high energy prices.

But it lives on. GOP operative Mary Matalin repeated it on CNN just last night.

We've traced the evolution of the non-fact and found it emerged a few months ago with an inexplicable spate of letters to the editor at small and regional daily newspapers. Within weeks it was popping up as a talking point among many Republican lawmakers and getting traction from conservative pundits.

In most instances, the Republicans point to the (fake) story as reason to suspend the current moratoriums on offshore drilling that are largely based on environmental concerns. It may also serve to gin up opposition to the Cuban regime, a sentiment that has been vital to GOP support in Florida.

It is true that Sinopec, the Chinese oil company, along with a half dozen other foreign firms, signed an agreement with the Cuban government to possibly explore for drilling opportunities offshore. The Sinopec deal was forged back in 2005, and any actual drilling has been delayed until at least 2009.

A 1977 agreement between Cuba and the United States set the maritime boundary at the halfway mark along the 90-mile stretch from Key West to the Cuban coast. Cuban drilling about 50 miles off the coast of Florida could begin next year.

Cheney said he got the misinformation from a George Will column published on June 5.

By then, it was already a common talking point for GOP lawmakers. Also on June 5, Rep. Jean Schmidt (R-OH) spoke on the House floor and said: "The Chinese are drilling off the coast of Florida with their new energy partner, Cuba."

On May 23, David Gay, a Republican Congressional candidate from New York, said: "I think it is appalling that we allow Cuba and China to drill in the Florida Straits, meanwhile forbidding our own selves from seeking the common good, in this case, a way to lower the price of gasoline."

No doubt the notion was helped along by Weekly Standard writer Fred Barnes, who cited it unsourced in a column widely distributed by Yahoo.

A few weeks before that, our old friend Sen. Larry Craig (R-ID) cited the alleged Chinese drilling in a May 1 press release.

Our Nexis search also found a reference to Chinese drilling from Rep. Thelma Drake (R-VA) in an April 12 op-ed in the Daily Press of Newport news.

It was in late March that the whole thing initially picked up steam. As though on cue, letter-to-the-editor writers nationwide began complaining about China's alleged drilling in the Gulf and fired off missives to their local papers.

On March 29. Jerry Lightsey in Texas wrote the Austin American-Statesmen, saying:

"China is drilling offshore from Cuba in waters where we should be."

Then a few days later on April 2 a man named Don Code of Reno wrote the Reno Gazette-Journal.
"As I write this letter, China is drilling oil in our own back yard, in the Gulf of Mexico for Cuba. They are drilling in the exact same spots we would be drilling in, but the tree huggers won't let us."

On April 6, from the letters to the editor page of the St Louis Post-Dispatch, Edward Wolfe of Kirkwood, who described himself as a retired physician, wrote:
"China is drilling off the coast of Cuba only 90 miles from the U.S., some of it being done laterally into our ocean spaces."

April 8 Letter to the editor to the Leaf-Chronicle in Clarksville, Tenn. Jim Weague wrote:
"We cannot drill in the Gulf of Mexico, although China and Cuba are drilling there right now."

Before late March, we could find only trace evidence of this story, in obscure places online like this one here. What triggered this sudden, widespread and misinformed outrage? Was there some sort of email blast that went out?

Maybe the March 17 news story from McClathy planted the seed. The story didn't say that China was drilling, but it raised the spector:

HAVANA, Cuba -- Imagine oil rigs drilling in deep waters just 45 miles off the coast of South Florida. Refineries process the oil in Cuba and sell it across the Caribbean and beyond. Canadian and Mexican companies supply billions of dollars in equipment and services.

This could happen, as Havana invites foreign companies to explore its probable oil and natural-gas reserves while Washington's embargo against the communist-led island keeps U.S. companies locked out.

South Florida is watching closely, amid debate over drilling near its shores and concerns about U.S. energy policy. Oil companies increasingly seek to tap Cuba's deep-water reserves, now that oil prices are soaring and profits are more likely.

But all those letters all at once seems like an awful big coincidence.

Something I have wondered about for years, why arn't liberal writers somehow weaseling themselves into meetings and on to e-mail list, etc. where the wackjobs are meeting and spreading these BS memes? I am just amazed some kind of tell all has not been writen about what is going on in the wingnut subterranian culture (although that writer for the Rolling Stone appears to have just come out with a book recently that does something similar with a fundi church).

Matt Taibbi would be fantastic for that job.

Good catch. For scary ideas, the line for wingnuts between "imagine this is happening" and "this is absolutely true" is always pretty thin.

I'm reminded of McCain's bizarre "it's 2013" speech, where he thought he could get away with painting a rosy scenario of where his administration would lead us without giving any hint of how they would get there. Perhaps he was trying to tap into the same thing -- tell the base to imagine, and they'll convince themselves he actually presented a plan, and argue vehemently against anyone who points out that the emperor has no clothes.

Canadians and Mexicans my butt. You can be sure Halliburton will be in this Chinese/Cuban drilling action if it ever come about. Hell they sold nuclear weapon triggers to the Libyans in the 1990s, what's to stop them?

I'm not quite sure why this story amazes anyone. Conservatives, by nature, reject reality. For the Republicans, there isn't a lie they don't believe isn't true.

I'm a little confused. Is it true that a Chinese company (a.a China) will be drilling off the coast of Cuba in 2009?

I'm just trying to figure out if this is completely invented or are they just assuming that something that is still quite a bit off in the future, but still possible, is actually happening right now?

The real story is how a story that was about how American sanctions have put American companies at a competitive disadvantage when it comes to drilling for oil off Cuba, was twisted into a story that says that the real reason we are at a disadvantage is because we refuse to drill off Florida.

The Cubans are going to drill off their own shores whether we like it or not. The USA can either a) lift sanctions to allow American companies to compete b) enter into some agreement with Cuba not to drill too close to Florida or C) continue the current policy so that China will eventually be drilling their wells about 50 miles from the coast of Florida. Bush, Cheney, and the Republicans have chosen option C.

Could TPM put a moritorium on the use of the phrase "gin up"? Great phrase, but now seems to be in every article.

There are so many instances of ginning up by the Cons that it's hard to be creative about that verb/adverb. How about "knowingly false" or "misleading" or "out and out flat-faced liars"?

all they have to do is give it to their talk radio monopoly to repeat and it will become truth.

the coordinated uncontested repetition from the GOP talk radio monopoly does more to determine what is acceptable news than any other single medium. but without searchable transcripts of their shows the media analysts and haven't been able to document the migration of GOP talk radio talking points and lies to the lazy celebrity media circuit. they like taking the prechewed bushit off the talk radio bandwagon (reinforced in faxes and emails) because they know it's already been pounded into the ears of tens of millions by the end of the day or week. doesn't matter how false or absurd it is, they feel like they're on a red velvet GOP bandwagon.

meanwhile progressives completely ignore talk radio because it hurts their ears and they strategize in a vacuum, looking for explanations, and excepting explanations that falsely and tragically attribute Dem failures and GOP gains to social movements instead of the coordinated mass repetition by raving blowhards on the talk radio monopoly that largely determines the political and media flavor of America.

and increasingly, progressive media activists cede the talk radio monopoly to the right thinking they're passing them with the internet. a big mistake. the internet seems progressive since it is still somewhat democratic and reflects real America- it may inform people who search for information but it is not a monster coordinated propaganda outlet reaching 50-70 MIL.

Never, ever, underestimate the gullibility and stupidity of the Republican hangers on. I would ask them one simple question. Where are the airial photos of said rigs? Or perhaps they are equipped with stealth technoligy? Also never, ever underestimate the willingness of the GOP leadership to manipulate the stupidity of their followers. It's their recipe for success. And the only thing they have done in eight years that works.

I did me a little research on Mr. Jim/James Weague of Clarksville, Tenn ...

After no luck at all on Yahoo and Google. I then went and hit my genealogy sources ...

Funny thing - searching 5 different genealogy sites for "Weague" in Tennessee ... None. Ok. Weague anywhere in the US. Guess how many times the last name of Weague comes up? ...

Funny thing - just twice .... out of thousands of data points - several hundred years of record keeping - in all of genealogy research now online detailing millions of families - millions of people's, relative's and ancestor's names (from all over the world)... Just twice.

The two uses of the last name "Weague" ... appears that those two were typo's after looking at the original documents ...

Curious.

I had similar results searching for Jim Weague.

But then I found a 77 yr old James Weage from Clarksville TN aka Don James Weage and James J Weage.

I did a google search and found his letter to the editor re China drilling off Cuba and also a love note to Ann Coulter

You have done it again, this is the best column I have ever read. (I am 76) The liberals hate President Bush for the same reason. "All men will hate you because of me". I pray for you every day claiming Psalm 91 for your protection and stand on Psalm 54:5 against those that slander you.

This story has been floating around for at least two years. It even made it's way into the Huffington Post (http://www.huffingtonpost.com/raymond-j-learsy/drilling-for-oil-cuba-si_b_20806.html) and NY Times. http://www.nytimes.com/2006/05/09/washington/09drill.html.

I suspect an astro turf campaign funded by a colation of the National Petrochemical and Refiners Association and anti-Castro Cuban businessmen.

Yes, indeed, there are lots of news stories about the Cuba/China deal in 2006. Not so many posted in 2007.

I did find this posting on Sean Hannity's forum from January 2008:

We had a Republican president and a Republican Congress, but still weren't able to drill in Alaska and throughout the country.

Maybe it's because we had too many RINOs. We need to vote RINOs out in the primaries, whenever possible.

I don't think enough people do enough thorough research on the candidates, not only for Congress, but also in various gubernatorial races.

In the Republican primary in Florida, the voters picked a liberal Republican (Charlie Crist), rather than a more conservative Republican (Tom Gallagher), INCLUDING the drilling issue.

This is what they do, and they are very good at it. They "leak" stories to media outlets with no track back then cite those same stories in MSM to prove their point. They send letters to the editor to push the story. Cheney is a master at this. "As we've read in the Times recently ....", etc..

My favorite bit of idiocy is the guy who thinks we can't drill for oil in the Gulf of Mexico. This will come as news the oil companies, you know, drill in the Gulf of Mexico.

It will also comes as news to television viewers who remember an oil company commercial about it. The ad noted that the underwater portions of the oil rigs attract undersea life, and become little ecosystems of their own. The pitch was that oil companies, sea plants and animals, and Louisiana shrmp fishermen were all getting along fine.

I believe the tag line was that the oil wells are here in the thousands and the shrimp in the millions.

I wonder if anybody had to land under sniper fire when delivering and installing that drilling equipment...

I wasn't aware that China has any off shore drilling ability. In what parts of the world are they drilling?

Wake up, Democrats

This is for all you Democrats out there. Why don't you call all the Democratic senators and legislators and let them know that you are furious that other countries are drilling about 50-90 miles off the east coast of the United States for oil? Mexico is being able to do all its drilling and, guess what, Canada will soon be ready to start drilling on the Alaska side. Where does that leave the Americans? Zero, and very dependent on the rest of the oil countries. Do the Democrats think about you? Absolutely not, so you better call them and let them know that you are furious, because the Republicans are trying to do something for you, because the Democrats will not allow drilling. Baldwin County is on the Gulf of Mexico and there are natural gas rigs as far as the eye can see.

Amy Myers Jaffe of the Baker Institute (founded by James Baker--yes, the one in charge of W's 2000 legal counsel re:Florida recount), was on the Fox Affiliate in Houston a few days ago telling the tale, too. Her explanation of China drilling off of Cuba and pulling all of the oil to their side was just so much like "I drink your milkshake" I almost laughed, except that her background, and what she is trying to accomplish and for whom, is too chilling. Here is a selection from her profile from the Baker Institute:

What’s the beef? China, Cuba, Venezuela etc. None will ever drill off the coast of the Florida straights, even if it is allowed by treaty. May not be source, but certainly continues to goose up the reverb in the echo chamber: email circulating among right-wingers for months now--quoting a speech by Bill Phillips (remember Phillips Petroleum?) about the China drilling off Cuba.
