Homeland Security Advisor Provides Emails To Back Up Claims That He Was Conned

The Homeland Security adviser accused of selling access to the White House provided TPMmuckraker with a string of emails that he says prove he did nothing wrong.

Stephen Payne says he never meant to suggest that meetings with high-level Bush administration officials were contingent on big contributions to the future Bush library fund.

He says the Times of London tried to "entrap me into alleging that an illegal relationship could be established."

He says these five pages of emails show how the Kazakh politician he met with was trying to pressure him into an illegal arrangement.

Payne starts out with the July 1 email he received from a man known as Eric Dos, a Kazakh politician whom Payne said he first met on a pipeline project in 2005.

Dos wrote in the email that he wanted to arrange high-level Washington meetings for the former president of Kyrgystan, Asker Akayev, who now lives in Moscow.

[Note: The emails quoted here were lifted directly from the document provided by Payne and contain a lot of spelling errors.]

...I told him [Akayev] that these services were not free. He was very keen to rebuild his good standing with the White House. Would you be willing to consider taking up his case while GWB is still in the White House. It would be helpful if you could indicate how much this would cost for him? Would it be possible to arrange a meeting with Dr Rice or even GWB when Prof Akayev travels toWashington DC. Could you please indicate if thsi is possile at all and what would the reciprocal amount of donation to the Republican Party or any other institutions affiliated with the Bushs or the Republican party?
Payne did not provide TPMmuckraker with the email he sent in response. Instead, he wrote: "NOTE: I deleted my response e-mail back saying I'd meet w/him."

Payne met with the the Kazakh politician at a hotel in London a few days later, which was caught on video by a reporter for the Times of London.

After the meeting, Payne said he followed up with an email on July 8 under the subject line: "Nice to see you!!"

"...Let's not do the Bush library contribution yet -- we need to lay some groundwork evern before we do that...let's set the total budget for 2008 (including the 250 library contribution) at 700.."

The next day, Dos pressed the idea of giving money to the library.

Money can be tomorrow. They can give the Bush donation in cash as I told them that the Bush library still to be created. Do you want me to bring cash to London to simplify things? Regs, Eric

Payne apparently tried to clarify that the he was planning a contribution to be made publically.
The 450 out of 700 we discussed is for my firm to help Pres. Akayev re-estabilish his standing in Washington and let the truth come out as to which President of Kyrgistan is really a friend to the USA -- that 450 is for public relations and for our consulting efforts -- if I choose to make some political donations it will be my personal decision ... for me to accept the 250 and pass it directly to the library is legal but it would be done publically in Akayev's name..

You can see the statement Payne gave us here and the full string of emails here. TPMmuckraker has no way of authenticating them and we have no way to know how many other emails the two men may have exchanged.

Payne declined our request for a telephone interview and has not responded to our written questions.

It would appear that all Bush Buddies have hot delete buttons. But who cares? Nobody will give them too much flack for it.

These emails appear to be just as damning as the tape. This guy really doesn't get it, does he? Just because individuals in the government don't get a direct bribe, still doesn't mean these "donations" are ethical. I'd like to pick up a cool $450K for a phone call to an old political pal to arrange a meeting with the VP for my "client." What a despicable pack of thieves. Puppet regimes in Africa and South America aren't even in the same league with these crooks.

I don't know why he's even bothering to defend himself as doing so is just extending the shelf life of this story. I mean the MSM basically ignored it, so just keep your mouth shut and let the story die. I mean Fournier has remained unscathed and that story is already dead. The Gramm "whining" remark didn't make it past the Sunday talk shows. Nothing sticks when the GOP is involved.

Selling access and influence for Library donations - not newsworthy. Brand and Angelina have twins and now that's news.

The AP Washington Bureau Chief is a Rovian "True Believer" isn't newsworthy no matter how biased and slanted the AP has become under him because he's fighting the good fight for the GOP.

Gramm calls the country a bunch of whiners and the economic woes imaginary and McCain can distance himself with one statement, never mind he is still working for the McCain campaign. That shouldn't surprise as Gramm was helping to write McCain's economic policy while a paid lobbyist for UBS but that wasn't deemed newsworthy either.

Moral of the story, if you are GOP or GOP aligned and get caught up in a potential shitstorm just keep your head down and it will pass over within a couple of days with next to no MSM coverage. And if you are lucky a different GOP scandal will break and you'll be instantly yesterdays news.

As others have asked, how, exactly, do these emails shed new light on the situation? They merely confirm everything. The only reason there's technically no quid-pro-quo here is that Payne is not a government employee, so he can't personally deliver. What he did was suggest that the Bushies -- including Cheney and Rice -- would be willing to do a quid-pro-quo: a hefty contribution to the library would show they're "serious," and with that would come enthusiasm from government officials to restore good relations with this idiot pol. That is precisely a quid-pro-quo.

I'm sure his deleted response was also totally above reproach. He just didn't want to share.

The only thing even possibly exculpatory here is that he stressed that he could not come out and SAY that he could deliver public officials for money. Not that he couldn't do it, just that he couldn't go on record that that's what he was doing, but he did say . . . "you know my track record . . ." Indeed.

I hope this story gets some legs and Rep. Waxman's hearings produce exposure for just how corrrupt Bush and Company are and have been!

I was a prosecutor at the county level, in the military and in the federal courts. Gosh, I sure do not see a single bit of entrapment. What I see is a person who sure likes to talk about money changing hands in order to talk to certain officials. He protests only when Cheney's people are mentioned.

I also spent a lot of time litigating government contracts and later served as senior counsel with a fairly large aerospace company. Had a lot of dealings with countries having a looser standard of law and ethics. I had to train our salesmen and executives to really stay on a very clear bright line with regards to kick backs and other such activities. I view his actions from about ten years of dealing with those matters in corporate legal life.

An innocent person would have been up front with the very first e-mail by stating that he would appreciate donations but that they are absolutely not required to arrange meetings with the officials. I especially like the discussion concerning bringing money into the US. I would have responded that the same method always used to pay for lobbying fees should be used since this is simply the payment for a donation and totally above board.

The e-mail discussing illegality raises my hackles. It clearly shows a wink and a nod to what is going on. An innocent person would simply have made it clear that these were normal fees and unconditional donation as well as indicating that any belief to the contrary is mistaken since there was no quid pro quo. Indeed, most innocent persons would go that extra step to say that if there were any belief that influence or access (even though it may not be illegal, unless your Seigleman) was purchased; then the transaction should not go forward.

Of course there is some question as to the legality of the actions. I believe that you would not be able to sustain a bribery case. However, it was clearly, clearly unethical. One would really have to question whether there was knowledge on the part administration officials as to the donation system.

This is too funny. He has just admitted that he deleted relevant evidence has been deleted (at some undisclosed time). And Waxman's about to investigate and (most likely) subpoena stuff from his computers. Maybe he'll pull a Bloch and have the Geek Squad come over and make sure all the email is really "gone."

Also kind of interesting is that some of the emails have > next to entire quoted messages, which means that his responses would have shown up somewhere in the correspondence. Not all of those emails were set up not to quote.

I'm just sayin'.

This guy in indicting himself. He refers to the funds that he gets from the kazaks, and that he will be making donation before november, "the more funding we have, the larger those donations will be".

He is admitting to a conspiracy to front for agents of a foreign country, in a bid to influence a U.S. election.

Until the Dems re-grow their backbone and start using hardball incentives/disincentives with the press, we'll see the same "drop from sight without a sound" scenario play out.

First, Obama needs to become more chummy with selected reporters. That's the carrot. Withdrawing access/chumminess is the stick.

Second, Obama and the national Dems need to designate a "flying squad" of hatchet people who will play offense against McCain. McCain is handing a ton of gaffes to Obama on a silver platter yet no one is keeping the gaffes in the public mind. No one is constantly hammering McCain's missteps.

Viral emails and youtube videos should be cascading on McCain's head. Tie McCain to Bush and then tie Bush to legacy library corruption.

This is really funny. He thinks he's exonerated because of his wink-wink emails? When asked for confirmation that $$ = action, he writes

...that would be bribery in this country -- you know my firm's track record, you know how we get things done, but I can't engage in conversations of "I'll get this exact thing done for that specific amount of money because I'm giving part of the money to bush or cheney" it doesn't work like that here...

Since Payne was truly corresponding with a member of the press I bet the paper will now be more than happy to provide the details of the full correspondence as a rebuttal to Payne's claims. This gives the paper the opportunity to stretch this story out a little further and boost circulation and readership as well.

Then we can see Payne's e-mails as well.

Payne is a moron if he thinks his full e-mail trail won't be shown soon enough.
