Report: Gregg Steered Earmarks To Project In Which He Had Invested
Maybe Judd Gregg's withdrawal as Commerce Secretary nominee really was for the best.
In a lengthy and detailed investigative report, the Associated Press reveals today that the New Hamshire GOP senator funneled federal earmarks to a defunct Granite State air-force base, despite the fact that he and his brother had lucrative real estate investments there.
The key details:
Gregg, R-N.H., personally has invested hundreds of thousands of dollars in Cyrus Gregg's office projects at the Pease International Tradeport, a Portsmouth business park built at the defunct Pease Air Force Base, once home to nuclear bombers. Judd Gregg has collected at least $240,017 to $651,801 from his investments there, Senate records show, while helping arrange at least $66 million in federal aid for the former base.
So let's lay out what we know here.
On one side, Judd Gregg seems to have a significant personal financial stake in Pease.
Cyrus Gregg is a partner in a development firm, Two International Group, that has built roughly a dozen office buildings at Pease. And according to state corporate records and Senate disclosure reports, Judd Gregg has invested in several of his brother's projects.
How much has Judd Gregg made from those investments?. According to the AP, which looked at Gregg's Senate disclosure filings, "at least $240,017 and possibly as much as $651,801" between 1999 and 2007 in rent and capital gains.
Now, let's look at the other side: What has Gregg done to benefit Pease from the Senate?
Over to the AP again:
In the Senate, Gregg has repeatedly won federal money for Pease's redevelopment:
• At least $24.8 million for a new federal building. The senator said the city of Portsmouth wanted to move an unattractive federal building out of its picturesque downtown. The new building hasn't been built yet, he said.
• At least $24.5 million for other New Hampshire National Guard projects at the base, including a new fire and crash rescue station, a new medical training facility, repair to an aircraft parking ramp and the upgrade of an aircraft parking apron.
• $8.9 million for a new wing headquarters operations and training facility at Pease for the Air National Guard.
• At least $8 million to help Pease's airport transition from military to civilian use, including improving terminal security, buying snow removal equipment, building an aircraft deicing area and adding a parking lot.
• $475,000 to shield office buildings at Pease from noise from the former Air Force runway, which is now used by private planes and the New Hampshire Air National Guard. Earlier, Gregg lined up $25,000 in federal money for noise monitoring equipment at Pease.
• $400,000 for development of a photonics and laser technology program at the New Hampshire Community Technical College campus at Pease. Earlier, Gregg and then-Sen. John Sununu, R-N.H., won federal money to develop the college's biotechnology lab, and education and training center at Pease.
Gregg claims he broke no laws or ethics rules, and that the earmarks don't benefit him financially. But improvements to Pease's terminal security, and efforts to shield Pease's office buildings from noise, would appear, at least potentially, to increase the value of his investment.
It's not clear whether Gregg's interest in Pease played a role in his withdrawal as Commerce Secretary nominee. AP reports:
The senator has said his withdrawal had nothing to do with anything the White House uncovered in his background. A White House spokesman, Ben LaBolt, declined to discuss the matter with the AP. AP began looking into the Greggs' activities at Pease before then but had not yet contacted them or the White House before Judd Gregg withdrew.

How many of you know good hard working honest people who hang around bank robbers their entire career... and DON'T rob banks?
How many of you folks still believe you are voting in good, hard working honest politicians when you go to the polls?
It reminds me of that song back in the 60s which has a line that goes "you knew darned well I was a snake before you took me in".
Of course, that person, like voters, just took it back in...

Look I realize that even form a casual observer this looks like a direct conflict of interest. I agree. However the AP story emphasizes that these development started when the base was closed. For those of us who live in communities which have a direct relationship with the military or national guard many times these closures can be devastating to the community involved. Obviously for many reasons it is a good move by the government to close down these bases. SO on the surface I would ask questions like how many jobs were lost due to the closing of the base? How many of the businesses that serviced the base were affected by its closure? What was the total revenue that was lost by these business and the money going through the region by those who worked for or at the base? Are the new Pease developments making gains on those losses? What does the community think of these businesses? He may have been in the wrong ethicaly but if his community supports these developments then it would seem that his constituents have his back and those that are critical of these developments are against his constituents. We need more reporting other than the surface of these matters ( I am not trying to dig on the story but merely trying to engage the story with my own inputs about the affects on the community)

The issue is Senator Gregg personally benefiting from earmarks that he pushed through the Senate. Yes, we expect our senators and representatives to pursue what is best for each of our districts and states, that is why we elect them to represent our collective interests in Congress. But we do not expect them to use this entrusted power as a personal ATM. Senator Gregg should have divested himself of any monetary interests in Pease AFB prior to pushing for earmarks.

Yeah, that really pissed me off, especially that catty remark about "NPR's viewpoint". Hell, the only opposing viewpoint to Gregg's alarmist rantings was a very brief clip from Obama's speech. And Marketplace has featured more than it's share of conservative observations of late.
Methinks these people doth protest too much.

Since this is the GOP where David Vitter can bang hookers and still lead the charge against the Stimulus, the GOP will continue to lionize Gregg as a Man of Principle who stood up to the Evil Obama Administration in turning down the Commerce job he lobbied so hard for.

The additional nice thing about this is that it might finally end Gregg's chances of running for re-election. He has on occassion said he won't, but he also got a little wishy-washy after the Commerce gig fell through.
We want that damn seat in the 2010 cycle. :)

Well, you can see why he would be interested in the Commerce Dept Head job...right up until he knew that this earmark report would come out.
Now he just looks like a BIG JERK - and he will now say it was all an innocent mistake..and we are suppose to believe it!
Tell me, isn't it illegal to sponser bills that you are going to gain from. If you read most of the earmark requests, there is usually some disclaimer that "I will have no personal gain" right above the signature.
We also know why the GOP is complaining about the Capital Gains TAX "increase" for those making more than $250K...they may actually have to pay some taxes....OMG!

When Gregg announced he was withdrawing from Commerce and when he was being interviewed about it later, his body language looking shifty and uncomfortable.
