UPDATED: What Did John Conyers Know About His Wife's Corruption?

Ever since Monica Conyers, the president pro tem of the Detroit city council, pleaded guilty last week to bribery charges, our major interest here at TPMmuckraker has been in whether her husband, U.S. Rep. John Conyers, is implicated in his wife's confessed wrongdoing.

No evidence has emerged to suggest that he is -- but at a minimum, there's reason to take a close look.

A portion of the charges against Monica Conyers concerned her relationship with a local businessman, Jim Papas. The councilwoman's former top aide, Sam Riddle, who has been cooperating with the Feds, has told the Detroit Free Press that Monica Conyers and Papas set up an arrangement in which Riddle was paid $20,000 as a "consultant" -- a job for which he says he did no work -- with Monica Conyers insisting on getting half of that as a "finder's fee."

Meanwhile, Papas needed federal approval for a hazardous waste project that one of his companies was seeking to operate. And according to Riddle, after Papas hired him, John Conyers -- the veteran Democratic power-broker who chairs the House Judiciary committee -- wrote a letter to the Environmental Protection Agency in support of the project. The Free Press has a copy of the letter.

The paper adds:

Riddle said Monica Conyers told him she wanted him to deliver the letter to Papas, but changed her mind. He said he did not know if Papas ever got a copy of the letter.

"She generated the letter," Riddle said of Monica Conyers.

So the key question is whether John Conyers knew when he signed the letter that his wife had a financial relationship with Papas. As the Free Press notes, "[e]thics rules prohibit House members from contacting federal agencies on matters in which they have a personal financial interest."

There's no evidence he did know. The US Attorney's office told the Free Press: "We didn't have any evidence the congressman was knowingly or intentionally involved in Ms. Conyers' illegal conduct." And of course, members of Congress write letters on behalf of their constituents and supporters all the time.

Still, it's reasonable to ask whether John Conyers could have or should have known, before he signed that letter, that his wife and Papas -- a prominent Detroit-area entrepreneur -- had financial ties. And John Conyers' office wouldn't answer any of the paper's questions about the letter, which hardly instills confidence.

Late Update: We should have noted that, in a statement issued Friday, the US Attorney's office said:

I also want to make it equally clear that the evidence offered no suggestion that United States Representative John Conyers, Ms. Conyers' husband, had any knowledge or role in Ms. Conyers' illegal conduct, nor did the Congressman attempt to influence this investigation in any way.

The phrase "no suggestion" goes a bit further than the US Attorney's quote in the Free Press story in distancing John Conyers from any wrongdoing.

We can't be hypocrites any longer on these issues. Let's see if Conyers is connected to this he has to go.

So far, we have Murtha as the Top defense chairman in the House possibly implicated in ethical violations; Rangel, the top finance chairman in the House possibly implicated in ethical violations and now, if this is true, Conyers, as the top judiciary chairman in the House is quite bad as well.

All three should step down at even the sight or thought of this.

Wrong.

We can't have Representatives stepping down at every claim that they are dirty. That would result in accusations against everyone in the opposition party, be they Democrat or Republican.

Let's see some investigation and some proof that they are implicated in wrongdoing before they are asked to, not only step down, but to resign from their Representative postion.

I agree, a full scale investigation is warranted.
However, I'd be naive if I believed John Conyers
was an innocent bystander.

if there were some evidence that suggested wrongdoing on the part of the congressman, THEN an investigation would be warranted.

a 'full investigation' in the absence of evidence suggesting wrongdoing is called a 'witch hunt'.

This was a standard reply during the Bush/Cheney gang's years. But the only way you find wrongdoing or the suggestion of it is to have an investigation.

So, regarding this bribe to his wife, John Conyers should be looked at.

There has been a criminal investigation and no evidence was found that implicated Congressman Conyer.

Did they file with the IRS as married filing jointly? If so, he has a responsibility to inquire as to how his wife seemed to have a little more spending money than usual before putting his signature on the 1040.

I can only hope that the Republican smear machine doesn't bring another good man down. One look at John Conyer's history will show you he works tirelessly for the American people.

I don't care what his wife has done--if Conyers gets brought down because of some petty nonsense that has nothing to do with anything, it's one less person in power working for us. Think about that.

You don't know what the spin is yet. I have heard nothing from Conyers yet. Unless Sanford, Ensign and Vitter resign, Conyers should stay put.

If Conyers is found to be guilty of anything then maybe he should step down. However, until that time, let us wait and see. The Governor of SC doesn't seem to be stepping down, neither does Ensign and Larry Craig didn't step down either. Oh and let us not forget Vitter.

You guy's are mixing apples and oranges. A sexual indiscretion is not a criminal offence the last time I looked. None of those men were officially charged with anything illegal. If that were so, I know a lot of people who should be in jail right now. Don't you? :-)
I am just saying that it's kind of hard to believe that Conyers wife was doing something like this totally behind her husbands back. Let's just try and keep it real for us or we're no better than the very thing we are fighting to change. Don't defend one wrong by giving examples of our opponents. Aren't we trying to do better?

so you have determined that conyers is guilty of something on the basis of... your suspicious nature? on the basis of maybe... guilt by association??

none of those men were officially charged with anything illegal. AND NEITHER HAS JOHN CONYERS.

I for one have a difficult time anymore believing ANYONE in Washington can get more than a dogcatcher job without catering to those folk who run the place and their cronies.

I once was naive, but now I see...

If, however, Conyers has done something illegal or unethical, do not for a minute believe the Democrats will do anything less than fall in line to protect him.

This is the game they play now... and pretty much the only game. Vilify the other party and protect your own... as the nation crumbles around the rest of us.

Once that's done, can we get to reality once agian? Where the entire congress, both houses, are bought and paid for?

For dollar amounts that will make Conyers AND his wife blush about?

What don't we know?

To change it will take millions in the streets to protest it all.
