Michele Bachmann may be raising outlandish fears about the Census -- but Michael Steele's operation seems to be more than happy to associate its political efforts with the national survey.
The Republican National Committee is sending a mailer to GOP voters that aims to gather information and raise money. Nothing wrong with that. But the mailer appears clearly designed to mislead recipients into thinking that it's an official Census Bureau survey, which people are required by law to fill out.
You can see the mailer here. It's entitled, in bold, "2009 Congressional District Census." (The words "commissioned by the Republican Party" appear just below that, in much smaller and lighter type.) Above the recipient's address, it says: "Census Document Registered To." And it even includes a "Census Tracking Code."
The survey section includes questions about recipients' political leanings ("Conservative Republican," "Moderate Republican," etc.) and where they get their news. It also asks: "How much does it concern you that the Democrats have total control of the federal government."
One recipient told a Georgia news station that many of her neighbors might be duped into thinking the mailer was from the Census Bureau.
I could see a lot of my neighbors that are older who would get something like this in the mail and fill it out ... all the information, every little section, and send in money.
The mailer tells recipients:
Strengthening our Party for the 2009-2010 elections will take a massive grassroots effort. As a key facet of our overall campaign strategy, the Republican Party is Conducting a Census of Congressional Districts all across America.
It's unclear how widely the mailer has been sent -- the RNC didn't immediately respond to our request for comment.
A spokesman for the Census Bureau told the Georgia TV station that the mailer is not technically illegal.
But if nothing else, the GOP may want to re-check its lists. It sent the mailer to a local Democratic Party chair in Georgia -- whose wife posted it on her blog.

I got one, filled it out and checked the "other" box for my donation, $5,000. But darn it, I forgot to enclose the check before I mailed it off.

Obviously the last one is a typo. It should have read:
"6. Fox News/RNC"

They take their cues from tobacco lobbyists; TRY AND HOOK 'EM YOUNG!
That said, a child needs parental consent to fill out any survey. Hopefully, their shotgun spray effect will get a little uglier for them. I await the legal challenges.

Just a little note to anyone trolling from Redstate & Freeperland:
If you fill out this year's Republican census, you don't have to fill out the Democratic one that Obama and the Census Bureau send out next year!

On the one hand, they get the info they want from a good number of people; for people who get pissed off, tell them not to be so credulous next time. It's a win-win.

There are laws against mimicking official government mailings. Perhaps their lawyers have been clever enough to keep them from crossing the line, but it would certainly be worth raising the question.

Who is this being mailed to? If it's being sent to Dems, my first thought is some kind of census-suppression, with the intention of making Dems ignore the REAL census because they'll think they've already filled it out, thus undercounting Dems for redistricting, etc.
If it's being sent to Republican'ts, hell, it may work the same way to OUR advantage.
I just can't believe they're paying to send it to every address in America.

You got to admit...if you compare Michael Steele, Michelle Bachman or Sarah Palin (GOP "tokens") to say, Senators Inhofe, McConnell, Shelby, Hatch, Grassley, Cantor, Gov. Jindal..etc., the "White Males" of the GOP, DO seem more intellectually superior, even more reasonable (an optical delusion, for sure!)

For the GOP government is just a another tool in the partisan tool kit, to be used and exploited for the sole benefit of themselves.

I reived the Census from Michael Steele despite my blog being titled Still Liberal at 82. My response was...
Dear Republican Chairman Michael Steele…
I am in receipt of your letter of October 12, 2009 and hasten to reply.
You write: “Dear Warren, Because of your high level of political involvement and steadfast commitment to the Republican Party, your personal input on the questions presented in your Census Document is critical to your Party’s Future.”
I knew the Republican Party was at a crossroad in their political life but I had no idea it had come to this.
I am, as you undoubtedly know, no slouch when it comes to Hearts and Solitaire. My computer keys have moaned, no less groaned, when I aim for the Games menu on my Acer laptop. They know what lies ahead; Defeat for them, Victory for me.
I also know how to turn on a new Kenmore Dishwasher, Polaroid TV and Kindle eReader. And yes, I did write Polaroid TV.
We at the Langer household are a centimeter backward when it comes to the technology that has recently advanced our civilization so mightily.
Still we have not – yet – become the newest acolytes of the Republican mantra.
The title of my blog (I double checked) remains, “Still Liberal at 82”.
I am growing older (by the second) and a shift in my normally taciturn political mood could change within minutes but this is frankly a stretch.
Still you represent the party of Big Business and if a substantial sum is involved I could quite easily turn my proverbially political cheek.
I’m not even talking $150 million.
$87.25 and a promise to forget the Late Return Book Episode of 1963 would do nicely.
But let’s discuss specifics.
Your first 2009 Congressional District Census question asks if I am a Conservative Republican, Moderate Republican, Liberal Republican, Independent Voter who leans Republican or Other.
I would, of course, indicate my Conservative Republican credentials. (Please make the check out to Cash.)
Your 6th question asks what media source do I regularly receive for political news.
Your suggested responses are NBC/CBS/ABC, CNN/MSNBC, News Websites, Local Newspaper, Friends, Fox News, Internet Blogs, Radio, Twitter, Facebook/MySpace, Candidate Websites, National Magazines or Other.
I would mark Fox News emphatically!
In the area of Domestic Issues you wonder which party has the solutions to solve our current economic crisis. Your choices are Republican, Democratic, Combination of Both or No Opinion.
Obviously I would check off Republican as the Party Most Likely to Succeed.
However I must humbly note that you refer to the Democrat Party as the Democratic Party. Please do not do this again or I will have to raise my price to well over $125.00. There is just so much I can tolerate for The Cause.
As to Should Republicans do whatever is necessary to keep Democrats in Congress from enacting government-run health care my vote will be for guns, machetes and aged tomatoes.
I quite naturally (Question 17-Domestic Issues) support School Prayer, Faith Based Initiatives and the banning of all abortions, human cloning and homosexual marriage. I also support the banning of flag burning.
Section V of the Census Certification and Reply suggests a donation to the RNC would be appropriate. The choices are $500, $250, $100, $50, $25 or Other.
Frankly I can’t see my way clear to providing any of these selections on the basis of my receipt of $87.25. My Long Division results are often subject to Verification but I am truly excellent when it comes to Subtraction.
Whoops I spoke hastily. You also suggest that $15 would cover the cost of Processing my Census Document.
Well OK to That.
And finally you note in a PS. “Warren to win in 2010, the Republican Party must be better organized than the Democrats every step of the way. Today, I am counting on your help to ensure we meet that goal. Please don’t let us down.”
Sincerely,
Michael Steele
Chairman, Republican National Party
As a responsible citizen of our great country I do wish to offer one small piece of advice in addition to my carefully selected Positions for your Census. Somebody in your office should avoid the Grapes of Wrath.

They really are this badly out of ideas.
BADLY out of ideas.
To reduce your political party to using cliched 'info-mercial/mail-outs' from Ponzi & time share schemes(who themselves stopped using them because a) they made them look really dishonesty and creepy, losing themselves more business than they gained, and b) they really are very close to illegal).
Maybe the RNC think they can get away with it, as they'd be able to play political victim again if the legality is challenged. They certainly are that desperate.
Still - it really is one of the oldest, most cliched and most obviously dishonest ideas for a mail-out.
If they actually expect to gain anything - be it money or supporters, the Democrats really do have nothing to fear with the RNC's ideas cupboard being so abysmally bare.
I really, really, REALLY hope Michael Steele keeps his job - for a decade at least.

Actually, it bothers me (see question #7) that despite a big majority in Congress plus the Presidency, the Democratic party is way too far from being in total control of the federal government.
But seriously, this thing is clearly meant to deceive. It's asking sham questions that they have no reason to be interested in knowing the answers to, and could get them in better ways if they actually did. And even referring to it as a "Census"???!!! There is only one "Census." Calling the Justice Department....this must be illegal. It is obviously only meant to fool people into actually reading it, and has the clear potential, if not the strong likelyhood, of deceiving and victimizing those, like some elderly people, with mental limitations. I'm thinking it had to be Steele's idea.

My husband (a registered Republican) received yet another version of the mailer: "2009 Republican Party Census Document".
The questionnaire includes questions such as:
"Would you support health care reforms that lower costs and improve care by bringing more competition and choice into the health insurance market while cracking down on predatory lawsuits against doctors and hospitals?" (#2 under "Domestic Issues")
"Should Republicans in Congress work to expose and eliminate new spending from Obama/Pelosi/Reid that amounts to welfare payments to Democrat interest groups?" (#4 under the heading "Domestic Issues")
"Do you support the use of air strikes against any country that offers safe harbor or aid to individuals or organizations committed to further attacks on America?" (#3 under heading "Homeland Security Issues")
There are 26 questions on the survey, excluding the donation section as follows:
Note that this particular mailer requests contributions to the RNC. Here are the choices for submitting/declining donation:
"Will you join the Republican National Committee by making a contribution today?
Yes, I support the RNC and am enclosing my most generous contribution of: $500, $250, $100, $50, $35, $25, Other $______
Yes, I support the RNC, but am unable to participate at this time. However, I have enclosed the $12 to cover the cost of tabulating my survey.
No, I favor electing liberal Democrats over the next ten years."
*My husband chose " No, I favor electing liberal Democrats over the next ten years" and declined to enclose the $12 tabulation fee.
This is just a sampling of the questions. You have to see this in its entirety. Its a hoot!
I'll email a scanned copy to the TPM tips/comments address... thought yoou might be interested.
