'Operation Exodus': Louisiana Sheriff Taps Locals For Emergency Security Plan

A Louisiana sheriff plans to arm volunteers with shotguns, riot shields, batons, and a .50-caliber machine gun mounted on a "war wagon," as part of "Operation Exodus," a program to provide security in the event of a terrorist attack or civic unrest. "It's a calling," he says.

The office of Sheriff Larry Deen of Bossier Parish, near Shreveport in the northwest part of the state, last month selected for the program 200 local residents -- mostly ex-law-enforcement personnel -- and began training them in "defensive techniques in the event of a struggle," reports the Shreveport Times. The plan calls for the new recruits to be sent to protect food from grocery stores, gas from gas stations, and other crucial local resources, should the situation demand it.

A press release from Deen's office announcing the program declared that "recent terror threats" had made clear that "homegrown terrorists are in our midst." It continued: "With the easy accessibility of the internet, it is quite possible that these local and international terrorists can form a national or multiple location attack on our nation at any given moment."

"The buck stops with Larry Deen," the sheriff, who didn't immediately respond to our interview request, told the Times. "I am the chief law enforcement officer in this parish, and it is incumbent upon me protect all of the people in it."

The press release added that Operation Exodus got its name in part "because of its Biblical relevance," explaining that "[i]n the book of Exodus, the Israelites were totally on their own, learning to be self-sufficient and handle everything alone, just as the plan provides."

In a video of the first training session, posted on the sheriff's office's website, the recruits -- almost all white and male, and many appearing to be past middle-age -- gamely practice their hand-to-hand combat techniques:

Doyle Dempsey, a sheriff's deputy, explains in the video that the training session is designed to "set up a prevention mode to implement during Operation Exodus." The idea, says Dempsey, is to "show an overwhelming show of force prior to any incident taking place."

The video also shows a sign, apparently posted at the training session, which reads: "Hard In Drill Easy In Battle. Somewhere Right Now Your Enemy Is Training So That When He Meets You He Defeats You."

Deen said that the program will cost just $4,500, in part because weapons, such as a .50-caliber machine gun mounted on what the sheriff's office calls "the war wagon," have previously been bought.

Deen added he'd been mulling such a plan since the 9/11 attacks -- but he denied to the Times that he was creating a militia. "We run from that word," he said. "We're just the opposite [of] that word."

A militia is "a body of citizens enrolled for military service, and called out periodically for drill but serving full time only in emergencies." The sheriff might want to run from the meaning of the word but he can't hide.

They will also each be issued a uniform that consists of a long sleeve, white "poncho" that runs from shoulder to below the knee and a pointy, white, head covering that will only leave their eyes exposed to the terrorists.

Internet Explorer does not have any flashblock capability (or pages of free add-ons that work!), Firefox does, that's why Firefox is used by the computer savvy. Firefox even has an add on called 'IE tab' to immediately render a page with Internet Explorer for those pages that display better in IE.

Yep, when we realized this was the case we prepared a new version that does not do that. The original version was an embed from the Sheriff's dept itself and there was no way to stop it from autoloading.

According to the Bossier Parish wikipedia page:

The racial makeup of the parish was 74.66% White, 20.82% Black or African American, 0.52% Native American, 1.26% Asian, 0.08% Pacific Islander, 1.00% from other races, and 1.65% from two or more races. 3.12% of the population were Hispanic or Latino of any race.

So 1 out of every 4 people in the parish is not caucasian. The people in the video definitely do not reflect that ratio.

Military surplus, of course. The Pentagon spreads stuff like this around. The previous sheriff in Fort Worth got several helicopters and ran his own police air force. (Yes, he was whacked out crazy.)

But ever since LA started the SWAT craze the Pentagon has been handing hardware out to the police nationwide with near abandon. Armored vehicles. 50 cals.

Bozier Parish includes Shreveport and has a number of casinos. It also includes Barksdale AFB. The sheriff is probably concerned about controlling all those crazy Texans being bused in to gamble. Average age, what? 70?

You failed to mention Rocky Mount (population 98) and the home to now-Sheriff Larry Deen when I lived there from August 1955 until January 1961. Larry was one of the two sons of the Rocky Mount School Principal and is a year or two older than I am. It was rumored that Larry's dad meted out punishment with a rubber hose. However, I never had the misfortune of learning the answer to that conundrum.

This write up was pretty bad. No mention at all of where in Louisiana we're talking about. This is taking place in Bossier Parish in the very northern edge of Louisiana.

Why is it that it's always some bumpkin town in the middle of nowhere that thinks terrorists are, at any moment, ready to invade their piss-ant town that nobody's ever heard of?

As I pointed out above, I lived in Rocky Mount - 35 miles north of Bossier City & Barksdale - from 1955 to 1961 and another year after that in Plain Dealing, 15 miles from Rocky Mount. I have memories of the locals expressing pride that Barksdale was on a list of top targets for, I believe, an atomic bomb attack by the Soviet Union. For some reason, that now seems a rather stooopid thing to be proud of.

Not a bumpkin town in the middle of nowhere. Shreveport and Bossier City are across the Red River from each other, and together, make a large population center that includes Barksdale Air Force Base. That area in the NW corner of LA has a combined population of around 400,000. Shreveport/Bossier City is not quite NYC, but it is just like any large city....bumpkins and "regular folks."

My initial thought was that it was crazy, but upon reflection, it actually makes sense....

Let's face it.....a lot of those people would be joining militia groups anyway. Organizing them under official control keeps them off the street, gives them an outlet for their paranoia and lets the sheriff know who they are.

If a disaster actually did occur and looting occurred, these guys would have probably been in the mob. Now they will be against the mob. Genius!

I looked at the picture and started laughing. Looks like a seniors continuing ed dance class at the local high school gym on a Tues nite. Hate those lights.
