How many years would you recommend they serve in prison? Would you have the same concern about the bombers well being?

You're confusing intent with motive. They are two different things.

His motive was to express his disagreement by burning a couple of buildings belonging to people he disagreed with. In other words, he picked the particular buildings because of hate, and he damaged them for the same reason.

Trying to parse differences in word meanings is irrelevant in this particular case because we are dealing with emotions, not word definitions. Debating the meaning of "motive" and "intent" are exercises for high school debate teams, not people who are living in an environment where people like this jerk run around loose.
