Anti-Terror Guru Abruptly Quits State Post
The Bush Administration's chief of counterterrorism operations at the State Department is out the door, The Washington Post reported this morning. In the mold of the sudden resignation, he says he's leaving for "family reasons." But a recent news piece noted that he'd had trouble getting the ear of the administration.
Henry A. "Hank" Crumpton was a career CIA agent who led the CIA's campaign in Afghanistan after 9/11. He only came out of hiding last summer to take the helm at the State Department. By all accounts widely regarded, he, along with his deputy, have tried to push the Bush Administration toward a more expansive approach to the "War on Terror" - as documented extensively by George Packer in the current issue of The New Yorker. Packer, in his adulatory piece, profiles Crumpton's deputy David Kilcullen, a former captain in the Australian Army who's become Crumpton's chief strategist:
"You don't play to the enemy's global information strategy of making it all one fight," Kilcullen said. He pointedly avoided describing this as the Administration's approach [i.e. The War on Terror]. "You say, 'Actually, there are sixty different groups in sixty different countries who all have different objectives. Let's not talk about bin Laden's objectives-let's talk about your objectives. How do we solve that problem?' " In other words, the global ambitions of the enemy don't automatically demand a monolithic response.
Kilcullen's (and Crumpton's) "ideas have yet to penetrate the fortress that is the Bush White House," Packer notes.
Now, an anonymous State official tells the Post that Crumpton is jumping ship after only one year at the helm, because of "''unexpected, unplanned and compelling family reasons,' including family health issues and financial obligations for higher education for his children." That may be. He might have cashed in by taking a lucrative private-sector post, like his predecessor Cofer Black who moved on to be Vice Chairman of Blackwater, the increasingly massive (and profitable) defense contractor.
Alternatively, in an administration that's had its share of frustrated resignations, he might have packed up his things and headed out the door (not giving the State Department time to appoint a successor or even issue an official statement about his departure) for another reason.
Late Update: George Packer writes me: "I am fairly certain that, for once, the reasons truly are personal."

david wrote on December 19, 2006 11:38 PM:I thought that was a damned good New Yorker article with a lot of smart ideas. It's a shame to see someone advocating a more thoughtful approach to the war on terror (correct or not) leave the state department.
Crash Test Dummy wrote on December 20, 2006 12:59 AM:Crumpton and his team at State were a serious bright spot last year. His move to State was little noted at the time, but certainly increasingly noted since then. He is the consumate non-idealist, and his understanding of ground truth vast.
He wins the old fashioned way: Divide and Conquer.
Section of each group with a specific grievance. Solve that. Move on.
I hope his core team, and more important his core set of ideas remains after his departure. Or perhaps his departure can be used to further raise his ideas.
Our nation is in a position, still, despite the Damaged Man-Bush, to win over leadership of nuetrals and even co-opt enemies in many places around the world. But never, ever will we do so under the insane GWOT banner. Every time I hear the White House I keep waiting for the Queen of Hearts to appear with them and announce "Globally off with Thier Heads!"
In fact, I would find it calming if the Queen appeared. It would at least demonstrate they are indeed down the Rabbit Hole.
Crumpton and his team are among a growing number of realists arising out of the ashes of our failed and lost GWOT. They will increasingly populate the ranks with very solid men and women who have lived, first hand in the field, at the point of reality where the NeoCon GWOT is starkly and clearly a silly, pointless exercise in rhetoric, and negotiations over real and local problems win long term relationships.
Damaged Man-Bush's Global War on Terror justifies a Global War of Terror and A Global Jihad against Global Crusadors.
Meanwhile, crawling back from this Global Man-Bush disaster are serious, field hardenned new leaders who understand a local conversation about water rights, borders, oil usage and date-palm-plantation ownership/management lacks the same dramatic rhetoric, but actually ends insurgencies.
I hope his family is well.

I read that article and was impressed by Kilcullen's grasp of the situation. It's obvious to a child that Cheney's idea is to use the GWOT construct to claim that we are, in essence, in a perpetual state of war (a la Orwell), calling for extraordinary expenditures, remilitarization, erosion of personal freedoms, and lock-step obedience to the central authority.
The jihadists, in Kilcullen;s formulation, are like a few annoying flies buzzing around the banquet table, occasionally landing on the mashed potatoes and leaving an unwelcome speck. Cheney wants to throw bricks at the flies (as in Iraq); Kilcullen wants to hang flypaper.
(As for Packer, I've read several of his articles, too, and it's rare that he expresses his own viewpoint; rather, he quotes extensively from interviews with his named and unnamed sources. Perhaps DelBierzo can enlighten us how he's "been wrong about almost everything.")

Note, however, that they stand in stark contrast to the traditional "realist" notion of International Relations. The traditional realist (such as Henry Kissinger) is tied up with armies, official governments, and winning large battles and games. I suppose the reality with which the "realists" dealt has changed, so maybe it is appropriate to consider Crumpton et. al. as the torch-carriers for realism.
Whatever you call it, they're giving excellent advice. Too bad no one with real power seems to be listening.
