TPM´s Great List of Scandalized Administration Officials

Boy, was it time for an update.

Late last year we decided to take stock of all the Bush Administration officials who'd been accused of corruption and/or resigned in the face of scandal. Although we had fun doing it, we altruistically started the project in order to help our friends at Powerline, who professed an inability to think of any Bush officials beset by scandal.

This year´s result, which built on Justin Rood´s original gem, is, like our catalog of the administration´s efforts to disappear information, a staggering monument to the Bush Administration. And it wouldn't have been possible without TPM's research hounds, Adrianne Jeffries, Andrew Berger, and Peter Sheehy.

A quick note on methodology. Since a complete catalog of administration officials who've been accused of some form of corruption or abuse of power would be endless, we tried to maintain a high standard for inclusion. Most of those below were the subjects of criminal probes, but we also included officials who were credibly accused of acts that, if not criminal, were a corruption of office (like the U.S. attorney scandal). And even then, such officials were only included if their accusers had them dead to rights (which is why Karl Rove didn't make the cut). We also limited ourselves to officials who were either political appointees or whose actions were so political that they were effectively political appointees (like John Tanner).

Indicted / Convicted/ Pled Guilty

* Eric G. Andell - deputy undersecretary in charge of newly created Office of Safe and Drug-Free Schools (previously senior adviser to Secretary of Education Rod Paige) - pleaded guilty to one count of conflict of interest for using government travel for personal causes and was sentenced to one year of probation, 100 hours of community service, and fined $5,000.

* Claude Allen - Assistant to the President for Domestic Policy- resigned, pled guilty to shoplifting from Target stores.

* Lester Crawford - Commissioner, FDA - resigned in late September 2005 after only two months on the job. On October 17th, he pleaded guilty to two misdemeanor counts, making a false writing and conflict of interest. On February 27, 2007, Crawford was sentenced to to three years of probation and was fined $90,000.

* Brian Doyle - Deputy Press Secretary, Department of Homeland Security - Resigned in wake of child sex scandal. Doyle was arrested on April 4th, 2006 and pleaded no contest on September 19, 2006 to seven counts of use of a computer to seduce a child and sixteen counts of transmitting harmful material to a minor. On November 17th, 2006 Brian Doyle was sentenced to five years in state prison and ten years of probation. He will also need to register as a sex offender.

* Steven Griles - Deputy Secretary at the Interior Department - is the highest-ranked administration official yet convicted in the Jack Abramoff scandal. In March 2007, Griles pleaded guilty to lying about his role in the Jack Abramoff scandal. Sentenced to 10 months incarceration.

* John T. Korsmo – Chairman of the Federal Housing Finance Board from 2002 to 2004 – pleaded guilty in 2005 to lying to the Senate and an inspector general. He swore he had no idea how a list of presidents for FHFB-regulated banks were invited to a fundraiser for his friend's congressional campaign. On the invites, Korsmo was listed as the "Special Guest." Got 18 months of probation and a $5,000 fine.

* Scooter Libby - Vice President Dick Cheney's chief of staff - resigned after being indicted for lying to a grand jury and investigators in connection with the investigation stemming from the leak of Valerie Wilson’s covert CIA operative's identity. Convicted on four of five counts, making him the highest-ranking White House official to be convicted of a felony since the Iran-contra scandal. Sentenced to thirty months imprisonment and a fine of $250,000. On July 2nd, after a judge decided that Libby would remain in prison during the appeals process, President Bush commuted Libby's sentence by removing the thirty months in prison.

* David Safavian - former head of the Office of Federal Procurement Policy at the Office of Management and Budget - convicted of lying to ethics officials and Senate investigators about his ties to lobbyist Jack Abramoff. On October 27, 2006, he was sentenced to 18 months in prison. He is currently appealing the ruling.

* Robert Stein - former comptroller and funding officer for the now disbanded Coalition Provisional Authority, Southern Central Region in Al-Hillah, Iraq - pleaded guilty to conspiracy, bribery, conspiracy to commit money laundering, possession of a machine gun, and being a felon in possession of a fire arm. On January 30, 2007 Stein was sentenced to nine years in prison and ordered to forfeit $3.6 million.

* Roger Stillwell - desk officer, Interior Department - pleaded guilty to failing to report Redskins tickets and free dinners from Jack Abramoff.

Resigned Due to Investigation, Pending Investigation or Allegations of Impropriety

* Philip Cooney - chief of staff, White House Council on Environmental Quality - a former oil industry lawyer with no scientific expertise, Cooney resigned after it was revealed he had watered down reports on global warming.

* George Deutsch - press aide, NASA - resigned amid allegations he prevented the agency's top climate scientist from speaking publicly about global warming.

* Michael Elston - chief of staff to Deputy Attorney General Paul McNulty - announced his resignation on June 15, 2007. Despite allegations that he’d threatened at least four of the eight fired US Attorneys, McNulty said Elston had served the Justice Department "with distinction for nearly eight years."

* Kyle Dustin “Dusty” Foggo - appointed executive director of the CIA, the agency’s third-highest post, in October 2004 - resigned and was ultimately indicted on bribery charges related to the Duke Cunningham scandal.

* Alberto Gonzales - former Attorney General - resigned without explanation amidst investigations of the firings of U.S. Attorneys, the politicization of the Justice Department, warrantless surveillance, and the torture and mistreatment of detainees.

* Monica Goodling - former Justice Department liaison to the White House and senior counsel to Attorney General Alberto Gonzales - resigned on April 7, 2007 amidst the investigation of the firings of U.S. Attorneys.

* Michelle Larson Korsmo - deputy chief of staff, Department of Labor - Helped her husband (see John Korsmo, above) with his donor scam. Quietly left her Labor plum job in February 2004, about two weeks before news broke that she and her husband were the targets of a criminal probe.

* Howard "Cookie" Krongard - former State Department inspector general -- accused of not properly investigating State Department contractor fraud in Iraq and Afghanistan; of retaliating against whistleblowers in his own office; and of not telling the truth about his knowledge of his brother's ties with Blackwater, a State Department contractor. Faced with a possible perjury investigation, Howard Krongard resigned on December 7, 2007.

* Julie Macdonald - former deputy assistant secretary for fish, wildlife and parks at the Interior Department - resigned in May 2007 after an "inspector general's report found she had improperly leaked information to private organizations, bullied staff scientists and broken federal rules." The Department of the Interior is investigating many of her decisions regarding endangered species; so far seven have been overturned.

* Paul McNulty - Deputy Attorney General for the Department of Justice – resigned, after questions about his involvement in the U.S. attorney firings and his testimony to Congress about the firings.

* Richard Perle - Chairman, Defense Policy Board - resigned from Pentagon advisory panel amid conflict-of-interest charges.

* Susan Ralston - assistant, White House - resigned amidst revelations that she had accepted thousands of dollars in gifts from Abramoff without compensating him, counter to White House ethics rules.

* Janet Rehnquist - inspector general, Department of Health and Human Services - resigned on June 1, 2003 in the face of an investigation into her alleged efforts to block a politically dangerous probe on behalf of the Bush family.

* James Roche - secretary, U.S. Air Force - resigned in the wake of the Boeing tanker lease scandal, after it was revealed he had rather crudely pushed for Boeing to win a $23 billion contract.

* Kyle Sampson -former chief of staff for Attorney General Alberto Gonzales - resigned amidst the investigation of the firings of U.S. Attorneys.

* Bradley Schlozman - resigned from his third and final post with the Justice Department after accusations of actively politicizing the department. He's currently under investigation by the Department's inspector general.

* Thomas Scully - Administrator, Centers for Medicare and Medicaid Services - shortly after Scully resigned in 2003, an investigation by the Department of Health and Human Services inspector general found that Scully had pressured the agency's actuary to underestimate the full cost of the Medicare reform bill by approximately $100 billion until after Congress passed the bill into law. Scully was also hit with conflict of interest charges by the U.S. attorney's office for billing CMS for expenses incurred during a job search while he still headed the agency. He settled those charges by paying $9,782.

* David Smith - deputy assistant secretary for fish, wildlife, and parks, Interior Department - resigned on July 21, 2006 after shooting a buffalo and accepting its skeletal remains and meat as an illegal gratuity. He eventually paid over $3,000 for the dead buffalo, but only after the internal inquiry had commenced. The Department of Interior inspector general also noted in a May 16, 2006 report that Smith's involvement in the designation of Houston as a port of entry for imported wildlife in order to benefit a friend was inappropriate.

* John Tanner - Voting Rights Section Chief, Justice Department - resigned in December of 2007 and moved to the Office of Special Counsel for Immigration-Related Unfair Employment Practices. Already under suspicion for aiding efforts to politicize the voting section, the bumbling proponent of voter identification laws angered lawmakers with his comments that such laws actually discriminate against white voters because "minorities die first". Even more impressive was his apology for the comment. The DoJ's Office of Professional Responsibility is currently investigating his travel habits and those of his deputy.

* Sara Taylor - Deputy Assistant to the President and Director of Political Affairs at the White House, where she was Karl Rove´s top aide - resigned amidst the U.S. attorneys investigation and other probes of Rove´s alleged politicization of the government.

* Ken Tomlinson - Board Chairman, Corporation for Public Broadcasting; member, Broadcasting Board of Governors - resigned at the release of an inspector general report concluding he had broken laws in spending CPB money to hire politically connected consultants to search for "bias" without consulting the board. At BBG, a separate investigation found he was running a "horse racing operation" out of his office, and continuing to hire politically-wired individuals to do "consulting" work for him. After being nominated and serving another term, he finally stepped down from that spot earlier this year.

* Carl Truscott - Director, Alcohol, Tobacco, Firearms and Explosives Bureau - resigned. A report by the Justice Department's inspector general found that Truscott wasted tens of thousands of dollars on luxuries, wasted millions on whimsical management decisions and violated ethics rules by ordering employees to help his nephew with a high school video project.

* Paul Wolfowitz - World Bank President - resigned in May 2007 after a committee report found that he broke ethics rules by giving his girlfriend a substantial raise.

Nomination Failed Due to Scandal

* Linda Chavez - nominated, Secretary of Labor - withdrew her nomination in January 2001 amidst revelations that an illegal immigrant lived in her home and worked for her in the early 1990s. Chavez blamed what she said were the "search-and-destroy" politics of Washington.

* Timothy Flanigan - nominated, Deputy Attorney General (also Alberto Gonzales’ top deputy at the White House) - withdrew his nomination in October 2005 amidst revelations that he'd worked closely with lobbyist Jack Abramoff when he was General Counsel for Corporate and International Law at Tyco, which was a client of Abramoff's.

* Bernard Kerik - nominated, Secretary, Department of Homeland Security - withdrew his nomination amidst a host of corruption allegations. Eventually pleaded guilty to a misdemeanor relating to improper gifts totaling tens of thousands of dollars while he was a New York City official in the late 1990's. Subsequently, on November 8, 2007, Kerik was indicted on sixteen counts for bribery, tax fraud, and false statements with a maximum sentence of 142 years and more than $5 million in fines. * William Mercer - the former associate deputy attorney general and US Attorney for Montana - withdrew his nomination to be the permanent number three official at the Department of Justice on June 22, 2007 due to his role in the U.S. attorney firings.

* Hans von Spakovsky - Commissioner, FEC - nomination to another term after his recess appointment failed due to allegations that he'd worked at the Justice Department to suppress minority voter turnout.

Under Investigation But Still in Office

* Stuart Bowen - Special Inspector General for Iraq Reconstruction (SIGIR) - was once admired for his successes while investigating allegations of waste and fraud in Iraq, but now employee allegations have prompted four government investigations into the Office of the Special Inspector General for Iraq Reconstruction (SIGIR).

* Lurita Doan - Administrator of the U.S. General Services Administration - still in office, despite investigations by both the Office of Special Counsel and the House oversight committee that found that Doan had "crossed the line" by suggesting that the GSA use its resources to help Republicans get elected.

* Alfonso Jackson - Secretary of Housing and Urban Development - following reports that Jackson told a business group in April 2006 that he once canceled a contract after the contractor criticized President Bush, an investigation by the HUD inspector general found that while Jackson told his deputies to favor Bush supporters, there was "no direct proof that a contract was actually awarded or rescinded because of political affiliation." A second, criminal investigation was triggered in part by Jackson's claim before Congress in May 2007 that "I don't touch contracts." That probe, now before a federal grand jury, has turned up evidence that Jackson may indeed have touched contracts - and steered them towards friends.

Update/Correction: This list originally included Joseph Schmitz, the Pentagon's former inspector general in the "Resigned Due to Investigation, Pending Investigation, or Allegations of Impropriety" category. Although The Los Angeles Times reported in September of 2005 that Schmitz had resigned "amid accusations that he stonewalled inquiries into senior Bush administration officials suspected of wrongdoing," Schmitz has since told us that his resignation was unconnected to those accusations, and that he had notified Donald Rumsfeld of his intent to resign fully one year prior, more than six months before Sen. Chuck Grassley (R-IA) launched a probe of whether Schmitz had blocked two criminal investigations in 2004. Schmitz left public office to become chief operating officer and general counsel of the Prince Group, the parent company of Blackwater.

Schmitz also has provided TPM with portions of his statement to the Integrity Committee (IC) of the President's Council on Integrity and Efficiency in August 2006, in response to the July 7, 2005, Letter from Senator Grassley raising "allegations that [Schmitz had] either quashed or redirected two ongoing criminal investigations" -- as well as communication by the IC Chairman that concluded, based on the Integrity Committee's review of the evidence, that "[w]e will now notify Mr. Schmitz that the IC has reviewed the matter and concluded that there was no wrongdoing."

I wasn't paying too much attention during the Clinton years (good times economically) but how does this and Hugh's list compare to one from the Clinton presidency? Is it as long? I imagine there were many more allegations/indictments than actual guilty verdicts/pleas and resignations?

Now we need a similar list for the Clinton Administration. This is not because I believe that Clinton's administration even comes close to being as corrupt as Bush. However, the constant Republican rejoinder is that Shrub's administration is better and not worse than Clinton's.

This is an impressive list of miscreants. But do we have any stats for similar transgressions and illegal activity during the last year of Bush One's tenure or the last year of Pres. Clinton's administration? It seems like the Starr inquisition, Travelgate, etc. produced relatively few wrongdoers. Please give us an update. Thank you.

I agree with tweedles. Lorita Doan is the poster child of the GOP bandit. She is an unreconstructed hater. Using her position to advance gooper candidates while trying to destroy her department. As pointed out elsewhere at TPM, she is outraged that people have a problem with that.

I don't remember there being any people in the Clinton administration with the freakish qualities that these Bush Bandits have.Doan,Schlozman,Cookie, Gonzo,Duke,that George Costanza lookalike dude.Their testimony was like listening to developementally challenged children speak.Actually worse. I'd say that having to amend his lies, um, testimony in the Plame qualifies him for the list.

When we figure out exact what Addington is doing, in the national records and fourth branch areas (never mind torture/rendition/habeas corpus and wire tapping) maybe the list next year will be even more satisfying.

James McDougal went to prison because of Whitewater financing but it had nothing to do with the Clintons. Susan McDougal went to prison because she wouldn't lie and say what Ken Starr the "Christian" wanted her to say. Henry Cisneros was indicted for lying to the FBI, a misdemeanor, and paid a $10,000.00 fine. This after 10 years and over $50,000,000.00. The only thing to come out of it was a titilating porno report from Starr. There was so much bogus bullshit connected to this phony Richard Mellon Scaife funded witch hunt it would fill up the Grand Canyon. Scaife is embroiled in a divorce that is considerably more tawdry than anything Clinton could conjure up. Clinton never had the cash to exploit anything that Scaife has. It is probably only money that keeps him out of the way of the law. A pure skank.

What about the Reagan adminsitration as a point of comparison? I remember the Washington Post doing a page with pictures of those who'd been indicted. Of those only one,as I recall, was really badly done by. And, as I remember it, the Iran-Contra business died because of a most unusual judicial decision regarding not the jury but the effect of public testimony on witnessess and another decision by Richard Thornburg (?), Attorney General during Bush 1/Reagan 3. The day after Thornburg the whole Iran-Contra mess was just a special prosecutor on a political witch hunt.

Funny story about Madison Guaranty - there were only two people that profited over that failure, while the Clintons lost 50 G's. One of those was Bill Clinton's main Whitewater accuser Sheffield Nelson. The other was Dallas Cowboys owner Jerry Jones.

I think Michael "Brownie" Brown is worthy of inclusion in the "Resigned Due to Investigation, Pending Investigation or Allegations of Impropriety" category. There was near universal agreement that he screwed the pooch after Katrina, and he falsified his credentials on the FEMA web site and his FindLaw biography, which amounts to lying about his resume.

You also missed Eric Keroack, Deputy Assistant Secretary for Population Affairs at HHS, who resigned after the Massachusetts State Medicaid Office launched an investigation into his private practice, presumably based on allegations of Medicaid fraud.

It's too bad Italia Federici doesn't qualify because she wasn't technically appointed to anything, being only an honorary "loyal Bushie" rather than an official one.

Finally, there's Dr. W. David "Wrong Hole" Hager, the fundamentalist whackjob who was appointed and then reappointed to the FDA's Advisory Committee for Reproductive Health Drugs. He declined to be reappointed in 2005, which may or may not have had anything to do with his wife alleging that he had repeatedly anally raped her in her sleep (his defense being that he'd hit the wrong hole by mistake), and paid her $2,000 a pop for oral sex by leaving a check on the dresser. He's not eligible for your list because it's not clear that these "family values" led to his resignation, but as a representative sample of the Loyal Bushies' moral fiber, he at least deserves an honorable mention.

Just for fun, has anyone ever compiled or seen such a list from other administrations? I've heard quite often in the past year or so that the Bush crowd is the worst the US has ever experienced. Is there any historical basis to that claim? My guess is that it is indeed the worst, but facts are better than emotion.

Like Sully18, I'll offer something personal re the bush regime: My dad is 90, a life-long repub... and his view of bush is: "he should be hung by the testicles!"

Mind you, my dad is a very straight-laced guy whose normal language is very unlike the above quote. Even nixon did not get such a rise out of him. That's a pretty good historical comparison in my book.

It's true that "birds of a feather flock together"... bush collects vermin. He feeds them. They breed in his presence. Hypocrites, thieves, liars.... they've all thrived under bush and with bush and by bush.

I suspect the list contains many omissions. I noticed another omission from among recent events: John Philbin resigned/had his appointment withdrawn after organizing the DHS's fake press conference during the California wildfires.

I hope that TPM has created a folder in which they can toss good candidates as they arise, because going back and listing them retrospectively is not going to be reliable.

First, The mandatory drug sentencing that seems to have effected you was passed by a rethuglican congress. You are right that it was aimed specifically at minorities and is the real reason that we now need so many prison beds.
Second, Waco. That conflagration was caused by the whacked out messianic leader David Korecsh(sp). I do want to point out that the agents, ATF & FBI, were recruited and trained under Reagan and BushI. But none of the children were shot/killed by those agents. And Ruby Ridge was another sad instance of a government agent/agency trying to show who was boss "By God, so you better obey the law or else"

As I reacll the Nixon administration had 22 members indicted. Can't recall the conviction rate but I believe it was very high.

The Reagan administration tallyed 32 indictments and a high conviction rate.

This is from memory but is probably quite close.

For detail on the Reagan crooks I suggest reading Firewall: The Iran-Contra Conspiracy and Coverup by Lawrence E. Walsh the independent counsel.

Some of Bush's appointees are veteran Reagan admin Iran-Contra crooks who were indicted, convicted and variously overturned on appeal or pardoned by Papa Bush.

As far as the Clinton Administration is concerned I don't recall anyone indicted because of activity related to their work in government. Webster Hubbell resigned from the Justice Dept and later was convicted of tax evasion (I believe). Henry Cisneros was indicted for lying to the FBI, obstruction of justice and related charges. He plead guilty on a misdemeanor as part of a plea bargain. The FBI lie that led to the other charges was about how much money he had given his mistress. And again Cisneros was not in trouble over any duties as HUD Secretary. That after what I recall as a 3 1/2 year independent counsel probe costing many millions.

The Nixon criminals violated law while serving in government some of which were directly related to their duties as government officials. Most of the Reagan crimes were directly related to duties as government officials.

What really counts here is that most of the Nixon, Reagan, Bush crooks were involved in malfeasance as a part of their duties as government officials.

The tiny number from the Clinton administration were NOT for activity related to their duties as government officials.

This is a very important distinction and one that makes Republican heads explode.

Among the many ironies of the Clinton administration, is that it was one of the cleanest in American history. Citing this little bit of info also causes Republican heads to explode.

In a way there were real scandals during the Clinton administration, they involved the nation's press and the Conservative establishment and exposed their deep corruption.

3 days before Rove's resignation was announced, it was missed by the press that the White House liaison to the US DHS, Eric Leckey resigned. He had been in the post since 2/03 when he wasn't even out of college one year, contrary to the updated press release appearing at the DHS website. In fact, he had been appointed to the Homeland Security Advisory Council as a recent college grad in 2002, not as a staffer as the updated DHS press release now states. Since when does a recent college grad have homeland defense experience? He clearly held his Liaison post to carryout Rove's special interest agenda most visible by Rove's violations of the Hatch Act. Leckey belongs someplace on this list and I suspect won't be missed in 2008.

Tom Ridge belongs on this list and will get his own special section likely when it is released again at the end of 2008. Asa Hutchinson, the former Border and Transportation Directorate head belongs on this list for much the same reasons as Ridge belongs.

Chertoff, for working for his former employer Latham & Watkins which launders money for the Russian mafia and carries out its agenda in the US, including agenda with the US DHS, too, will be added to the list in 2008 and really belongs on it now.

Kathleen Kraninger--Chertoff's director of screening technologies lied to the House Government Reform Committee this past October 18th and belongs on this list.

Phil Perry who again earlier in the year passed through the revolving door to Latham & Watkins earlier this year belongs on this list. He's Cheney's son-in-law and until earlier this year headed the US DHS Office of General Counsel.

The former head of HSARPA SBIR, Tim Sharp belongs on this list. The current head Ellisa Sobolewski, too, belongs on this list and by year-end in 2008 ought to be on it.

Jim Williams who had been with DHS heading US VISIT and then moved to GSA did crime in both posts and belongs on this list.

The list of Safavian's crimes is to grow this year and he'll be facing additional charges for his activities at GSA and while heading White House OMB federal procurement.

I am sure I missed a few...A lot of new names will emerge when Wilkes and Foggo finally are tried!

Watergate Plumbers spent time in jail for.

BRUCE LINDSEY, Senior Advisor

(1) As treasurer for the Clinton gubernatorial campaign in

of which has pled guilty to conspiring to conceal these
withdrawals from the IRS and FEC.

Bruce Lindsey is an unindicted co-conspirator in the trial of the owners of Perry County Bank.

I have to say that all this basically shows our ENTIRE political system is a disaster and needs massive reformation. Of course this would all be moot if people realized that the solution is simple...no repeat office holders. With no one able to stay in a top government position, you would not have this pocket lining and power tripping going on. I suggest that there be an amendment stating that no elected official can serve more than one term in the government. THAT would stop all this crap but good. Of course, that is impossible, since 'career politicians' are way too entrenched to ever give up their cash cows and cushy positions.

could it be that there's more transparency? I'm sure the public was kept in the dark about a lot more in our governments 200+ year past. Recently, there's been leaks: the phone-tapping, water-boarding, secret prisons, etc. I think we just seem to get more dirt on the people in Washington, DC, now. I doubt anyone is clean in that city, anyway. "The previous Inspector General for the SEC [Stachnik] left his position last summer on the same day that Sen. Grassley and Sen. Arlen Specter released their report on the mishandling of an insider-trading probe involving Pequot Capital Management, Inc. The Grassley-Specter report detailed the Inspector General’s failure to investigate credible allegations by former SEC attorney Gary Aguirre that his supervisors pulled punches in the investigation because of one witness’ political clout."

This site should add the case of Eugene Hickok, former Deputy Secretary of the`US Department of Education who signed a civil settlement with the US Attorney's Office for the District of Columbia and paid $50,000 in 2007 to resolve the ethics violations under investigation by the Office of Inspector General of the Education Department.
