William Kelley
William Kelley is the Deputy Counsel to the White House. Kelley, like his superior Harriet Miers, communicated with Justice Department official Kyle Sampson. On March 11, 2006, Kelley received an email from Sampson discussing the “real problem we have” with US Attorney Carol Lam, who had recently announced her intention to execute search warrants against a key CIA official. Kelley also sat in on an interview with US Attorney John McKay, during which questions of Republican frustration with McKay were introduced.

Kelley and Harriet Miers interviewed US Attorney John McKay for a federal judgeship. According to McKay, the first question asked was, “why Republicans in the state of Washington would be angry with me.” Although McKay refused to acknowledge who asked the question, he did confirm that Miers did not ask the question.
Kelley communicated with Sampson about US Attorney Carol Lam.
Carol Lam informed the Justice Department on May 10, 2006 that she would execute search warrants for Dusty Foggo, the #3 at the CIA. The next morning, Kelley received an email from Kyle Sampson seeking to discuss the "real problem we have right now with Carol Lam.”
Kelley passed information between the Justice Department and Republican Congressmen
On December 7th, 2006, the day of the firing, William Kelley writes Sampson to inform him that the Senator Domenici’s staff had contacted him to say that the Senator was “happy as a clam” about Iglesias being fired.
